fox5's tisha lewis joins us live from frederick with the story. sha. >> reporter: and tony, we're outside the courthouse. the court records describe an account that can only be described as horrifying but let's talk about the 19-year-old suspect victor gonzalez gutierrez. immigration says he was on their radar. in april they issued a detainer after he was arrested for resisting arrest and also failure to obey law enforcement. well, it turns out he was able to post bond in that case before an ice judge and he was back out on the streets and here we are now talking about him raping -- accused of rain raping an 18-year-old girl along with another defendant. now, this 18-year-old victim likely never saw it coming but in an alarming twist, her younger sister, a 13-year-old girl, likely did. court records indicate that she may have been the mastermind behind all and she went on to tell police that the two suspects are known to be involved in gang activity. now, we're talking about 17-year-old edgar chicas hernandez and 19-year-old victor gonzalez gutierr

fox5's tisha lewis joins us live from alexandria with the story. tisha. >> reporter: well, tony, thankfully meals say there was never any threat to the public, nor was there any threat to the children here. all of this unfolded in between gum springs community center and also mlk community park. right now police say they are reviewing surveillance images from cameras that are here across the premises. now, we're told the suspect was shot in the abdomen and remains at the hospital. this exchange all happened after we're told that this suspect had a knife and was charging toward the officer in an aggressive manner. now, we're talking about an armed security guard. now, the guard did ask this suspect to secure his dogs. we're told that the two dogs, which are pitbull mixes, were not on a leash and he was asked to secure them. he did not comply. in addition, he also had a knif fired one shot. the victim then left the area, escaping with his dogs, going in a car driving to this home nearby less than five minutes away. police discovered him in the drive w

fox 5's tisha lewis joins us from frederick with tisha?fox 5 is staying on top of this story coming out of frederick, let's recap, 19-year-old victor gonzales and 17-year-old edgar cheeks hernandez are accused of kidnappings an 18-year-old girl. a third suspect remains on the run. we're here outside frederick county courthouse. we went through new court documents that we obtained and we have new information on one of the men accused in this case. 19-year-old gonzales gu tear. he was arrested april 24 and after a high speed police chase. he was passenger in the car. court documents say he bolted from that car. the officer was able after running after him to get him. that confrontation, that incident led to gonzales
