tjpa in 2001.stayed with the city and county from 2001 until 2003 running the tjpa. december 1, 2003, i severed from the city, the tjpa moved to a separate office space at mission where we are currently located it was myself and all of the transbay documents until march of 2004 where i hired my first staff person. that person was sara dilaudid. sir worked at our office manager from 2004 through 2007 where she was then promoted to our contracts compliance manager. -- sara gigliotti. prior to that time in march 2003, because it was just myself, i entered into a number of agreements with the city and county of san francisco to provide staff. we entered into an agreement where dennis ferreira was our general counsel. we entered into an agreement where ed harrington became our chief financial officer because of increasing duties over time we then hired our own chief financial officer who had worked with the city and county of san francisco for many years, fred clark. he came on board after ed harrington

the tjpa will be bidding. certainly, if there is a major policy consideration, we will not proceed. >> i think that is great and will be helpful. i think it may be great that there are specific benefits we are all hoping to get from pla. i think it would be good for the committee to identify what specific metrics they need to be able to evaluate whether we are getting or whether we are realizing those benefits. i also wonder if quarterly will be frequent enough to review, but something to consider whether we want to get more explicit on how we are going to handle that committee and ultimately evaluate the pla. and then, my last question has to do with something we touched on a little bit earlier, which is local hiring, which is an important interest for a lot of folks. i know the current federal regulations under which we operate not permit local preferences, but there are potential changes coming. the american jobs act, for example, gave much more discretion in that regard. i am wondering if there are changes

good morning, directors but i am with the tjpa program team. i have a presentation this morning, just a few topics on the temporary terminal, to give you an update on how things are operating there. i have four key items i will speak to. one would be the shuttle bus relocation we're working on currently. i will touch on bicycle sharing, accessibility, and also operations. for a shuttle bus operations, currently we have shuttle bus operators with -- who are stopping on beale street, between mission and howard. we need to relocate these stocks because they're basically over the point where we will be excavating. we need to relocate them to proceed with the excavation for the train bus. we have five key operators that we're working with. so we have been working with those operators, as well as the division of sustainable streets, to find an appropriate place to relocate these stops that are still convenient to the temporary terminal. and we have a proposal that we are working with right now, and that is to relocate these shuttles over to the north

i want to thank the tjpa, and one of the members that are here today, gabriel metcalf. as well, the staff of the tjpa. and they give to the help of our director, maria i-80-kaplan. also recognizing our many partners because this project would not be possible with just one entity. i want to recognize john ramp of the planning department, fred black from the redevelopment department. many people are coming together to make sure this transit center will not only create open space, affordable housing, pedestrian safety, business and jobs, but will be something that the city of san francisco can be proud of. in the not too distant future, these five blocks on both sides will be bustling centers of activities for neighbors and residents alike. as maria has also pointed out, this project is projected to add over 145,000 new jobs by 2030. locating these jobs directly adjacent to transit not only grows our economy but also reduces congestion and improve the environment by making transportation easier and more convenient. at this time, i want to introduce our mayor of san francis

did the tjpa bodies of any plans? >> we have been funding most of this effort. so we have been meeting -- the planning department invites us to weekly meetings now to discuss the plan and go over the plan. the my i am looking at the height that -- >> i am looking at the height maps. from a skyline perspective, the city would look a lot better at 1,200 feet than 1,000 feet for that one tower. if you think of this as the analog to the church steeples in medieval europe, the symbolic high point of the city, what we are trying to do is commemorate basically the value of ecology by making the transit center the tallest building in the city. when you think that this will probably set the maximum height of buildings in san francisco for all time, you would leave open a lot more options for future alterations if you bump it up a little bit, at least visually. even if you are putting a windmill on top of it. , two, related. if the city does not a land, the city cannot dictate which sites will actually be developed. the specifying in such a detailed way which sites are to

not just for the tjpa terminal and -- not just for the transbay terminal, but a lot of the things you want to do our capital projects rather than ongoing maintenance projects, so you do want to get the money up front and understand if you want it, how much money is available is one of the things i would like to understand. i guess the second thing i would say is what is the process by which -- where do we have the food fight about how much goes to transbay terminal compared to other potential uses? >> i believe that would be through the plan adoption hearings. i think ultimately the planning commission would be setting policy priorities when they adopt the planning code changes and other of lamenting ordinances. there would be a series of hearings leading up to the adoption. we will have a proposal in advance of the hearings -- >> do you have a proposal? when will you have a proposal? >> prior to the adoption. some time over the next three or four months. >> i guess on behalf of this body, i would say we would probably like to be part of the conversation before reading about it in the

i should also point out that the tjpa and the public sector with your partnership in the city is the only entity in the country that is actually investing real dollars to support high speed rail. since the plan would increase height and density limits in the area, it was important for us to look at the skyline. bear with me on our planning talk for a few seconds, but it was important for us to look at when we talk of the buildings up to 1,000 feet what this will do to our skyline, what it will look like, how to maintain and make more distinct the city skyline. the city skyline today is characterized by what we most see -- the transamerica building, the bank of america building, leaving conte hours, and a lot of similar height buildings. the terminal and the project the transit center will create a new focal point for the city in exactly the places where it should be and create a kind of new heart of downtown south of market which is exactly where we have been thinking it should go for the last 25 years. as seen from treasure island as well, the idea is to really create a punctuated s

the investment by the public agencies through the tjpa gives us the opportunity to do this for the first time and add to fulfill several objectives. it creates huge new job capacity. our analysis has been showing that given the downtown build out that we have experienced over the last 30 years, we were getting to a place where we had a 10 or 20-year capacity for new office space in the downtown, and this plan helps us increase that capacity for several more years. it creates a dance band -- as i said, perhaps the densest district outside the country outside new york on the terminal that can take advantage a

will also include 11 acres of public parks, over half of which is on the terminal being built by the tjpa. importantly, it will also include a funding mechanism to help pay for all this. we can realize a net present value of over $250 million to support the transit center through the development in the area as well as fees which will help support the park and open space improvements over time. moving on, i just wanted to mention a couple of other plans and projects that we are working on. in particular, the central corridor. the central corridor is our name for the planning effort that we are focusing on along fourth street. to support and be supported by the investment that the city is making in the central subway. this is an area of town that is kind of sandwich between downtown western soma, the tenderloin, and it is also an area that will see tremendous growth and development over the next couple of years. we are trying to capitalize on the transit investment, but here, rather than in some of the recent plans, our focus is going to be on job-producing space. as you have all seen and a
