this has something to do with the city's push for low-flow toilets.lowing the situation and is joining us live with an update. good morning, bob. >> reporter: good morning to you, laura. it is a good thing it is cold out. if it was a warmer day the smell would be more prevalent. i can't smell anything, but the smell is typically near at&t park and the mission bay area. what is happening is because there's less water usage in the city because of the push for low-flow water toilets and people are pulling back because of the economy and it has been wetter out there with less need for water, there's less water in the pipes, therefore the waste isn't getting diluted as much and is sludgier and therefore emitting the rotten egg smell. so as a result the city has had to spend significant amounts of money more on bleach, about $2 million more on bleach to help disinfect that. and also over the past five years they spend $100 million to upzbrad the sewer system. they weren't able to give us the exact estimate this morning, but a part of the money has had to go

it is partly due to the low-flow toilets and the fact that the people because of the economy haven't been using water as much. and also over the years because it has been wetter, more rain, they haven't had to use that. you have three factors contributing to lower water in the pipes. as a result, the city is having to spend about an extra $2 million on bleach. they normally buy bleach as part of the odor-reducing process, but because of the unusual issue they have had to spend a couple extra million on that. over recent years they have spent $100 million just to upgrade the overall system. some of that money, some, not all, but some of the money they weren't able to put their finger on the exact amount, has been used to combat the odor problem. when i asked the public utility commission if it is worth it, they said absolutely. their annual consumption for water is down 20% just in one year alone. >> don't be mad if i say your reporting really stinks today. thank you, bob. happy monday. >>> flushing it out for us. keep your eyes on the road because there's going to be major work on th
