cnn's tom foreman has it for us tom. >> reporter: what these numbers say most of all is it was a good weak for hillary clinton. look at this. she is at 47%, five points ahead of trump at 42%. she was two points behind him about a month ago. look at this, johnson 7%, stein at 2% for people looking at alternatives out there. and she is doing it with key demographics. look at what is happening with the male vote. yes, she is at 40% and he is at 45%, so she is still trailing him, but she was way behind him and she has substantially closed that gap. of course, with women over here she is still at 53%, he's at 40%. trump is absolutely being hurt by this tax issue. almost three-quarters of the people we surveyed said he needs to release his tax returns, and more than half the people we asked said the fact he is not releasing them suggests he is hiding something. for all of trump's talk about how he's going to reach out to minority communities and convince them to come to his side, visiting black churches, visiting african-american communities, look at the african-american vote. not budging a

tom foreman joins us with more. tom?er: anderson, each state has its own rules for recounts, and they contain many, many complicated details. but in general, this is how it works. there are 20 states plus the district of columbia, which call for automatic recounts, if you have a very close vote. for example, in michigan, if it's less than 2,000 votes separating the winner and loser, automatic recount. beyond that, 43 states that would allow the candidates to petition for a recount. there are five states out there that allow the parties to ask for a recount. and beyond that, you could have 17 states that let voters do it. but this could be a very expensive proposition. for example, the state of washington had a gubernatorial race with a recount in 2004. it cost more than $1 million in the seattle area alone, it was about 60 cents per ballot. there was a recount in minnesota, in a senatorial race in 2008. that was $460,000. and we all remember florida back in 2000, the bush/gore race down there. there was a state recount g

now let's bring in tom foreman who's been doing the heavy lifting all day. what's the breakdown, tom? >> let's start with the big electoral prize down here. quinnipiac looked at florida, the sunshine state, where clinton came from a deadlock a month ago to now have a lead, 46% to trump's 41%. people there thought she won the debate and they're rewarding her. johnson at 5%, stein at 2%, by the way. if you move a little bit north up here to the light blue state, virginia, same sort of story. people thought she won there. she's now at 42%, trump is at 35%. importantly, she made gains with millennials and with independent voters there, both groups, she said, she really needs. but let's move up towards that rust belt, where jeff was just a minute ago. in pennsylvania, different story. they still think she won the debate, but not nearly the kind of balance she wants up there. she's at 45%, trump was still at 41% in pennsylvania, where he's been pushing that message that the entire rust belt has been hurt by her policies, particularly on trade, and i'll tell you, an

cnn's tom foreman joins us with a rigging election reality check. >> reporter: let's look at this ideaelection would be decided by some sort of fraudulent voting, because that is a specific claim. donald trump has said, of course there is large-scale voter fraud happening on and before election day. so what's wrong with this statement? first of all, history. there have been many studies of this issue of voter fraud. people taking it very seriously, and almost all of them have concluded, as this one from new york university's law school did, by any measure voter fraud is extraordinarily rare. in part, this is because fraud by individual voters is a singularly foolish and ineffective way to attempt to win an election. that's the case because of scope. to try to page a big difference -- yes, if you can move a few hundred votes or maybe even a thousand in a relatively small race, you might make a difference. and they've had problems with that happening in missouri. there is some voter fraud. but in a presidential election in 2012, roughly 126 million people voted. if you wanted to shift th
