. >> i want to bring in nbc news senior national correspondent tom llamas across the border in juarez. tom, good morning. so what are you seeing today this morning on that side of the border? >> reporter: jose, great to be with you and julio this morning. listen, there are new developments happening behind us. i want to show you what is happening. you recall's remember for the past few days we've had hundreds, if not a thousand migrants in juarez on this section of the border. we woke up this morning and overnight, troops had shown up to the border. we believe them to be national guard troops because they are armed wearing camouflage patrolling the barbed wire section of the fence before you get to the border wall, and now you can see all these migrants lined up. before they were sleeping on the ground. a border agent came out, a border patrol agent demanded they all clean up their stuff and throw away their blankets and anything they didn't need and demanded they all line up. this is somewhat of an encouraging sign if you're one of these migrants because you've been waiting for days

nbc news senior national correspondent tom llamas is with us in juarez, mexico, and guad venegas is here the border in san diego we have the whole border covered. tom, let me start with you and heard the president saying this is going to be chaotic. what are you hearing there on the ground from people on the mexico side of the border? what's being done to limit the anticipated chaos? >> right, right, kate. so there is a lot of confusion on this side when you speak to migrants, they understand that the laws, the policies are going to change after thursday night but not sure why and because of that, there is this rush, this crush at the border. places like juarez where we are right now. just beyond that barbed wire fence that is el paso, you can see all of the migrants, many families that are waiting to hopefully be processed. the problem is that this is not the rule of law here because you're supposed to go to a port of entry. this is an access point, a door on the border wall but somehow migrants heard they were letting people in here and to be completely honest, they've cut, someone has

nbc news senior national correspondent tom llamas is live in juarez, mexico.rt us off, what do we need to know about the situation where you are? >> reporter: hey, ana, good to be with you. about five minutes ago some border agents came out is and they started shouting to all the migrants who are lined up here on the el paso side and essentially told them to start lining up but also to clean up, so essentially clean up all of their sleeping bags, their food, their clothes, anything left behind here. it sounds like and it feels like these people may start to get processed as they sort of try to control this crowd and clear them out. what we noticed overnight was a transition here on this section of the border. they've added more barbed wire fencing. there are troops with machine guns that are patrolling at least this section of the border. what we haven't seen for days are any type of mexican law enforcement. so migrants for the past few days in the lead up to title 42 expiring have been able to sort of walk right in past this barbed wire fence. yesterday there
