[chanting] >> reporter: police escorted the group down middle harbor road and through acorn district. most of the demonstrators were at the march of start. at least 100 others moved in chanting and playing instruments. >> it just feels right, unity, you know? come together to stop the violence. >> i'm from santa rosa, california where he was shot dead by the sheriffs department. i'm here to make a statement. >>> it comes in the wake of several cases of officer involved shootings, one of which it really touched a nerve. they say several of scott'

good afternoon, i'm tori campbell. emergency management officials now say flash flooding impacted virtually every part of houston and the floodwaters continue to rise. fox news reporter hillary wittier joins us live from houston. good afternoon. >> reporter: good afternoon. we really could tell you this is historic flooding in houston. the waters, they are not getting much better. in fact look behind me, the bayou where there's water normally. not to this magnitude. emergency management tell us that we saw about 8 inches in the past 24 hours and more than 80,000 people have been without power. you can see video that we've taken overnight and early this morning, things are not looking that great. so bad in fact governor greg abbott declared a state of disaster monday, 24 counties. the fire department also counted at least two water- related deaths because of this flooding. that number can jump to even five and six later today as they are assessing several deaths in the area. of course the biggest thing we've seen visual

i'm tori campbell. the department of justice today announced federal corruption charges against senior officials involved in fifa soccer's international gofnerning body. the announcement came after swiss authorities raided a luxury hotel in zurich where fifa leaders were gathered to hold elections. we've learned that 11 people have been banned from fifa including two vice presidents from all soccer-related activities over the charges. here's more from washington. >> reporter: federal officials unsealed an indictment charging 14 people including senior fifa officials with racketeering, money laundering an fraud. the department accuses them- accepting more than $150 million in bribes and kickbacks in a scheme spanning 4 years. >> there were discussions about bribes. there were bribes paid and there were documents created to cover up those payments. >> authorities also raided the headquarters of international soccer officials in miami beach. hours earlier in zurich, swiss authorities arrested seven senior

i'm tori campbell. it will be at least one more day before residents of the towers in oakland are allowed to move back home. ktvu's christien kafton is live at the hotel which was red tagged because of contaminated water. an inspector showed up this morning. >> reporter: yeah. i just spoke with him a couple of minutes ago. i learned maybe five, ten minutes ago, he's saying the possible theory as to what may have happened, this law office right here has been unused for several years. that means the water has not been used. so the water may have backed up and that may have contaminated the drinking water for the rest of the units. people started getting sick here. the city of oakland came by red tagged the entire building thursday night after finding unsafe bacteria in the water here. crews arrived friday morning at the towers ready to take samples and see if the first round of chlorine treatment cleaned out the contamination trying to figure out how the drinking water was tainted in the first place. >> t

i'm tori campbell. the chp has ended the manhunt for a car thief who led them on a wild chase from concord to berkeley. tara moriarty tells us about the liz the -- bizarre phone call the suspect made. >> reporter: around midnight, the chp says it found a stolen dark green honda abandoned and crashed into a silver suv in a neighborhood not far from the uc berkeley campus. the suv had flipped. its driver taken to the hospital with minor injuries. the suspect in the honda ran off. >> we made sure that we checked each cows and backyard to make sure that the suspect wasn't still outstanding, hiding or in fact breaking into one of the houses. >> reporter: officers were forced to pursue the suspect by helicopter since he was driving the wrong way on highway 4, interstate 80 and city streets. during the chase, the thief decided to call 911. >> he related that he knew the police were following him, that the helicopter was wrov and if the -- was above and if the helicopter would stop, he would stop his car. >> re
