and what should we do with tpa? we should start by bringing several trade negotiations to a successful conclusion. the transpacific partnership agreement would open the asia specific dynamic markets to american goods and services. it's critical that we do so because nations across the pacific are clinching their own trade agreements that exclude the united states, denying american exporters access to these very important markets. tpa gives a strong hand in writing the rules for trade for this important region. it makes us an active player not a bystander, stuck on the outside looking in. tpp would affirm and deepen america's ties to asia at the time when there is a perception that we're pulling back. then there's the transatlantic trade and investment partnership, which would further remove barriers between the united states and europe. this agreement could not come at a better time, both america and europe are dealing with struggling economies ageing populations and new competition from emerging nations. the united

but i am confidant the tpa bill already accomplishes this goal. we created two procedures for this committee to review and vote on whether the administration sufficiently achieved negotiation objectives. this amendment does nothing to strengthen our ability to hold the administration accountable. i urge my colleagues to vote against this amendment and i think we would be better off voting no. any further debate? >> very briefly. it is hard to understand how having cast the votes in the senate on human trafficking and then say that as a negotiating objective, our own country that puts out a trafficking person's report and labels countries by tiers of how good to how bad they are, that some of the worst offenders should get access to our market. now somebody can get off the tier three provision by cleaning up their act and then they are eligible. but i don't understand how it is a problem to make that determination and make that one of our negotiating objectives. >> we reached a compromise that solves the problem. all i can say is i appreciate the s

and we're going to have to get get tpa put together right. that will send messages we could never otherwise send. so without this bill we're never going to accomplish what both of you would like to do. let me say this. the tpa bill that senator wyden and i introduced already tackles the concern that this amendment seeks to address. our bill already requires that the president take into account all of the congressional negotiating objectives before commencing negotiations with any country. that will include china. if in the future china became interested in joining the tpp. and section 5a of our bill sets that detailed consultation and reporting requirements, that the president must follow before entering into negotiations with any country. the best thing we can do to counteract china is to pass tpa. so that our negotiators can conclude a tpp based on american standards. and if we can get japan into a tpp which we're about to do and we intend to do, it's going to send a message all over asia. and i think we will. to quote the "washington post"

if you look at the 20/6 vote obviously that's not a vote for tpp, it's a vote for tpa. what will be harder in the tpp, the transpacific partnership. who does one have to convince and what do you think are the most important arguments, both for people, for workers of america, and how -- it's very interesting. most often administrations make economic arguments around trade. we're talking now about national security arguments, geopolitical arguments. talk about how -- you know, who needs to be convinced what are the questions about tpp that need to be satisfied, and how does the geopolitical argument work? >> i think the first argument is an economic one. so people need to be satisfied that tpp will be good for america, and will be good for american workers and american families. we believe and the president believes that it will be. we know that exports support in our economy 11 million jobs. we know that export growth has accounted for 1/3 of the growth that we've had since the crisis in 2009. and research shows that jobs supported by exports tend to be better paid than
