tracie, what you've been able to get what, do you think it will look like?> we know that they were going late into the night to do this. the big question, how are they going to pay for $1.5 billion in tax cuts and who will that benefit? lowering the tax-free limits for 401(k)s, they talked about that. that's unlikely to happen. still the question, how is this going to benefit or affect middle class families? in other words, how do you lower their taxes and lower the corporate tax rate to 20%, which the preside make the math work? one of the things the president insists on is repealing the mandate to buy insurance and the affordable care act. that could have an impact on revenue. money coming in. the top tax bracket is something under consideration. property taxes may be deductible. but tate state and local taxes if you're in high tax states like new york and california. that has a big impact. the home mortgage interest deduction, we're hearing that it will still be there but fewer people will be eligible to use it. that could have a big impact as well. we'll

for more we go to nbc's tracy potts in washington. tracy, good morning. just how did the judge rule against the president last night? >> reporter: well, frances, this is the second time that the 9th circuit has ruled on this, and the judge said that this sanctuary cities order is too broad, that it's coercive, vague and standardless, a violation of the separation of powers. this after the administration argued that it tried to narrow the sanctuary cities order. but the judge disagreed with that. also saying that the president's own words contributed to this order, that the president called it a weapon to use against jurisdictions that disagree with his preferred policies of immigration. that's what the president said, and that's what the judge said contributed to this order. meantime, the president tweeted in response, "see you in court at the supreme court." the president talking about trying to continue to pursue this, saying that the ninth circuit is ruling against the ban, that the court had a terrible record, the president originally said in april, w

tracie, lawmakers have a lot on the table here. not a lot of time to get it done. >> not a lot of time to get it done. the senate is working on its version of the plan now. the president coming here today trying to convince skeptical members of its own party and trying to speed things up. they're aiming for a preliminary vote this week. the issue is does this plan favor the wealthy over low-income americans. the congressional budget office says supporters of the plan say small ones? that's another concern that has at least two republicans not quite ready to vote for this. they can only afford to lose two. the president shows up today to try to get the tax plan moving. he's also meeting with leaders from both sides about the budget. it's months overdue. if they don't come up with one by the end of next week, then we could be looking at a government shutdown. the president trying to work a deal on that. his whole objective here today is to try to close the deal on both of those issues. >> tracie potts live on capitol hill for us. tra
