>> i'm happy to do that, tracy. first, i want to thank you for putting together this conversation and also to thank the urban institute for this important conversation. it's always good for me to spend time with two of my favorite mayors, albeit one is outside of california. good to be here with both of you. i thought i would start with a little bit of what's happening fiscally in california cities as well as part of the national view thanks to the national league of cities. let's go back to january of 2020. city revenues were finally returning to the prerate recession levels with reserves and revenues trending positive. we weren't out of the woods. things were looking up. in march of 2020 as the covid-19 took hold, u.s. economy went into a freefall. at the local level we began to close down our local economies to prevent the spread of covid-19. the impact was swift. we had to close businesses, retail sales plummeted. unemployment sky rocketed and uncertainty was the name of the day. the fiscal impact of these swift

taking a look at the roadways west bound 580 out of tracy. that's where we are seeing most of our crowds this morning. no accidents but it is getting slow and go as you head through. as you head to the north flynn exit, sluggish speeds around 21 miles per hour. drive times are reflecting that we are in the yellow zone. the good news is west bound east shore freeway is okay. highway 4 is clear and 101 out of south bay, we are not seeing troubles. san jose ride if you are headed out early is looking good north bound. 101 out of san jose towards sfo, along the peninsula as well. bay bridge, toll plaza off to a good start, a light commute out of the east bay as you work into the city, no delays across upper deck. a nice ride across golden gate bridge. we are not dealing with any fog. that's good news. there is road work north of here but it doesn't look like it is causing too many brake lights. if you are commuting out of the east bay via san mateo bridge to the peninsula, that will take 13 minutes but traffic is free flowing in both directions.
