nbc's tracie potts joins us from washington with more on that, and a new trade deal. acie, good morning. >> reporter: lynn, good morning. those premiums would go up for seniors 15 to $20 a month initially, then more over the course of five years. what's interesting about this proposal, it comes from two senators on opposite sides of the aisle. tom coburn, who also is a doctor, and joe lieberman, who typically votes with democrats. in giving this proposal they realize that it's a plan that nobody is going to like. democrats are pouncing on it. there is agreement on free trade. the white house and capitol hill have worked out agreements on colombia, panama and south korea that includes aid for american workers that are displaced when companies go overseas. we'll hear more about that and medicare when those all-important deficit talks when president obama gives a news conference later this morning. >> tracie potts, thank you very much. >>> in afghanistan, the taliban is planning responsibility for a rare nighttime attack in the capital of kabul. a four-hour standoff betwe

nbc's tracie potts from washington joins us with more. acie, good morning. >> reporter: hi, lynn, good morning. we know they sat down together, but it looks like little if any progress was made on this stalemate. republicans accusing president obama of not having a specific, of the major cuts needed to be made to bring down this deficit. they are accusing him of playing politics with medicare. the white house said medicare does not need to be ended to save money. republicans say they aren't ending it, they are trying to save it. one thing they agree on, they want to wrap up these negotiations within the next month. in fact, speaker boehner said he's happy to personally negotiate with the president. vice president biden is now overseeing those negotiations. and who is going to deal with all of this after 2012, who is going to be the next president? the republicans have one more person on their ticket. after today mitt romney is making his formal announcement at a farm in new hampshire later today. lynn. >> tracie potts there for us in washi

for more on that we go to nbc's tracie potts in washington. good morning to you. >> reporter: good morning. the key word that you said there is both sides of the aisle. there are democrats and republicans who disagree with the president, who think he does need congressional approval to continue this action in libya, what's gone on for three months so far. their point of view is they've got to approve this. earlier this week, though, the administration said in a report that's not necessary because the u.s. is just supporting a mission that's being led by nato and also that they're not facing hostilities there. nor that reason, they say congressional consent is not needed. yesterday, though, on capitol hill, lawmakers were expressing their criticism. house speaker john boehner threatening to withhold money for this operation. some democrats say they're fed up, too, that they do see hostilities there in libya. on the other side, though, congresswoman nancy pelosi, the minority leader, countered that criticism. she said consultation is not needed

for more on that we go to nbc's tracie potts. she's in washington for us. >> everyone wants to know what are the numbers tonight. we believe that he'll say 5,000 troops will come home in july, another 5,000 either by the end of the year or possibly late spring. the rest of the troop surge, the remainder of the 30,000 troops he sent to afghanistan could come home, according to some source, by the end of next year. some on capitol hill here say that is not fast enough. some very conservative republicans have teamed up with liberal democrats, almost 60 of them, sending the president a letter saying we need to speed this up. half of the troops should come home, some say, by the end of this year. but military commanders have warned the president not to have this drawdown happen too quickly. it could embolden the enemy. he's facing pressure from all sides and the public. public support for brig all the troops home quickly according to one recent poll, 56%. >> tracie potts there for us in washington. thank you. >>> nbc news will have li

for more on the report we go to nbc's tracie potts. she's in washington for us. tracie, good morning. >> reporter: lynn, good morning. five in all, according to "the new york times" report this morning including an army major who apparently was writing down license plates as they were going in and out of the bin laden compound. we've just gotten news this morning that a senior pakistani official says that this report is not true. he denies that they've arrested the major, but he made no comment on the other four people believed to have been arrested as informants of the cia. this was apparently discussed during secretary of defense gates' trip to islamabad. a cia official says that the relationship between the u.s. and pakistan is about a three on a scale of one to ten. since that raid, the big concern here we need pakistan's help in the war on terror to root out and fight al qaeda. here on capitol hill, though, there are still concerns about the $2 billion we're giving to that country every year. >> tracie, thank you. >>> house speaker john boehner is demanding t

"today in the bay's" tracie potts is live in washington. t issue is whether the drug works for breast cancer patients. >> absolutely. the answer seems to be it works very well for some and there are big concerns for a lot of others. there are a number of women the industry calls super responders. they respond well when they have breast cancer. the studies found for a lot of women it doesn't prolong life and can cause internal bleeding. it's been linked to complications like high blood pressure. for that reason the fda no longer wants to approve use of this drug for breast cancer. it's approved for a lot of other cancers. they want to take away the approval for breast canners. that's what the hearing is about today. it was recommended five out of six members of this panel who are present at the hearing today voted to take it off the marked last year but that wasn't the final say. a number of women say they have got to have it and if it's not approved then insurance won't pay for it, even though it can still be used off label because it's an f

for more on all this we go to nbc tracy potts in washington for you. good morning. >> reporter: good morning. the white house says the president will say two things in this speech. first of all lay out a long-term goal for getting out of this war, and also talk about how many troops he'll start to bring home in july. that was his self-imposed deadline. a couple of options he's considering after talking last week with david petraeus our top commander on the ground, possibly bringing home 5,000 this year or maybe as many as 30,000, the entire surge for a couple of years ago or perhaps not announcing a number at all but a final date this year to get those troops home. on sunday secretary of defense robert gates said we've opened preliminary talks with the taliban trying to prevent the violence and wind down this war, but he says don't expect a lot of progress for several months. the word is that they don't seem to have the ability or want to negotiate right now. that could take some time. lynn. >> thanks so much. >>> the monument fire maybe 40% contained,

today in the bay's tracie potts is live in washington, d.c. now. ie, would this make it illegal for an adult to buy a game for a child? >> it's a good question and based on the way the law is written it doesn't appear that way. it appears it would be illegal to sell it to a child directly but not necessarily for another adult or someone else to buy the game and let a child play it. that's the way the law is written. based on how it's written the supreme court will decide whether or not it passes constitutional musterment we expect that ruling today. this of course was a law from 2006 but never really implemented in california because ever the court challenges. the ninth circuit said that it violated not only free speech rights ever children but constitutional rights against illegal search and seizure. the state of california has argued like we have an interest in protecting young people from obscene material we also have an interest in protecting them from violent material. the industry has said a couple of problems. one, they have got ratings. pare

tracie potts joins us live from washington with the details. trac tracie?eporter: laura, good morning the unemployment rate now up a little bit from 9.0, the month before. but the number that you'll really hear a lot about today, are the number of jobs that were created. 54,000, which is half of what the worst predictions were. and just a quarter of what we saw the month before. this is the worst hiring record since last september. also, the number of private-sector jobs created. when you take a very close look at this report, also one of the worst since last summer, 83,000 jobs. this is when you take out the job losses from the government sector. so bottom line, this is being considered a dismal report. today, take a look at market reaction, and also lots of analysis today on whether or not this is a temporary bump in the road or the start of another slide into recession. laura? >> we will see. thank you very much, tracie, for the latest. >>> this morning, governor brown is on his way to the south bay for the first time since becoming governor. kind of har

and "today in the bay's" tracie potts is live on capitol hill with more on gates' achievements and the challenge he's now leaves behind. good morning, tracie. >> reporter: good morning. we'll hear from president obama within the hour at a big ceremony over at the pentagon honoring gates on his last day after 4 1/2 years of service for two presidents of two different parties. remember he was hired by president bush. that's actually the first time a defense secretary has served two presidents fom two different parties. he's known here as a straight talker. someone who brought morale back to the pentagon. he's got a number of accomplishments under his belt. wiped down the war in ir-- wind war in iraq, overseeing the surge in afghanistan, "don't ask, don't tell" eliminated on his watch. the thing he's leaving of concern is the cost of military action. president obama has asked him to look for $400 billion in cuts in the pentagon budget. a 10% cut he has said would be disastrous. now gates who is retiring today won't have to oversee that. that will be left to his successor. cia director leo

tracie potts is live in washington. who is entering now?>> reporter: the former senator from pennsylvania. he used to be the number three here on capitol hill. he got beaten badly by bob casey. he's back in politics after a hiatus. he confirmed early this morning and announcing later today that he is throwing his hat in the ring on the gop side for president. he's going to make the announcement in pennsylvania near the coal mines where his grandfather used to work. he's told that story over and over as he visits iowa and new hampshire. he's headed there this week. south carolina, he's been there 16 times ramping up the campaign. the big issue in the upcoming debate, which is going to be next week among the gop candidates is going to be the economy. we saw the numbers come out on friday. not good. 54,000 jobs created. republicans will continue to hammer the obama administration and campaign on those numbers. he said he'll participate in the debate next week. interestingly, so has michele bachmann. >> and sarah palin, not yet, either, right?

"today in the bay's" tracie potts is live on capitol hill with the decision on how and when it's made unusual allies. good morning, tracie. >> it certainly has. there are democrats, liberal democrats that teamed up with conservative republicans to urge the white house, urge the president to bring these troops home. tonight we expect, based on the sources we're hearing now he will announce 5,000, about a brigade to come home in july, another 5,000 sometime in the next year and perhaps the remainders, bulk of that surge, 20,000 more troops either by the end of next year or we're hearing he could leave that open for military chanders to decide. military virus have told president obama we cannot bring these troops home too quickly because it could strengthen al qaeda, strengthen the taliban and cause more violence. here on capitol hill, there are some 60 senators and members who are urging the president to expedite these drawdown. in fact in a letter to the white house, they said it should not be a token drawdown. some are calling for 50,000 troops, half the troops we have in afghanistan

tracie potts is live in washington, d.c. with a look at this list. good morning. >> reporter: good morning. that's after you wash them and peel them when they are ready to eat. the environmental working group says there is the so-called dirty dozen which they think are the fruits and vegetables according to testing that seem to have the most pesticides. they start with apples. almost every apple seemed to have a number. celeries, peaches, spinach and a number of others. the group took a look at some of the cleanest fruits and vegetables like onions, corn and pineapples. if you switch and eat more of those and fewer of the dirty dozen you can reduce the number of pesticides from 14 to 2. now, the fresh produce industry says that this report is not accurate. they call it sensational. they called at publicity stunt because they say the levels of pesticides on these fruits and vegetables are way below government standards. >> here in the bay area lots of folks love farmers markets and the organic goods. thank you. keep it healthy. 6:44. the baggage fees

"today in the bay's" tracie potts live on capitol hill with the decision on how many troops to pull and when has made unusual allies. good morning. >> reporter: definitely, laura. we've got conservative republicans teaming up with liberal democrats urging the president to get out of this war quickly. nearly 60 of them sent him a letter saying this cannot be a token drawdown. some saying we need to bring back half of our troops this year. not what the president is expected to announce tonight. the white house isn't letting the cat out of the bag. but from what we understand from sources, the president will announce 5,000 troops, about one brigade, coming home in july. another 5,000 by the end of the year, possibly by next spring sometime within the next year. the balance, the rest, the other 20,000 of those troops that he sent a couple of years ago as part of the surge, possibly by the end of next year, possibly left open based on advice from military commanders. now on capitol hill, lots of lawmakers saying that's not fast enough. but military commanders saying we really can't drawdown

tracie potts is live in washington where colleagues certainly hope she'll return to work one day.ood morning. >> reporter: good morning. while we don't really know at this early stage about that, what we do know is that she's waking up in her enbed in houston today, it is good news for her recovery. a spokesperson for congresswoman giffords said she was elated to be out of the hospital. president obama called it a miracle given what she's gone through since she was shot january 8, months in the hospital, four surgeries, we've seen significant progress. in fact, doctors say she has had clear continuous improvement. a long way to go but she will go back and forth every day from her husband's home in houston back to the hospital for intense therapy. she is going to need it for some time. but she's walking with help, she's talking, she still has trouble with complex ideas but we're told her recovery is nothing short of amazing. good news as we find that finally after months she's getting that opportunity to go home. >> a lot of people say nothing short of a miracle. thank you very muc
