the issuance of the bonds was intended to fund infrastructure in transbay and affordable housing in the shipyard and in mission bay, and so you can see the expenditure of this proceed is reflected here. as you can see, there's no change in our reserve funding. we don't have any dollars on reserve, so we have no expenditure from the sources. from other, our expenditure is going down $38 million and that's primarily due to the fact that the $20 million in cash proceeds budgeted in this current year, so that's a major drop towards next year, and then you can see in rttpf, nonadmin, sorry, difference, spending $42 million less, and that's being driven by three things. the first is that in the three bond issuances we had earlier in the year, we were really projecting a much higher level of debt service than actually resulted. that means that the market responded really well to our bonds and we are paying much less interest than we had actually anticipated. so, that's a major savings to the agency, and in addition, we just issued 2017 d and e, refunding bonds that really reduce the cost of ou

expended directly on developer projects, and rttpf nonadmin is expended for building infrastructure in transbay, moving forward affordable housing projects, for issuing bonds to fund those, to fund affordable housing loans and to fund infrastructure reimbursements, so these are all dollars expended directly and furtherance of our mission. so, to dive into the operating budget in a little bit greater detail, like most entities and particularly in city government, the vast majority of our operating budget funds are labor costs. we anticipate spending $9 million in salaries and benefits in the upcoming fiscal year and that will be for 50 full-time staff, 47 of whom are o.c.i.i. staff and three of whom are staff contracted from the department of, the city's department of administrative services but work full-time at o.c.i.i. in addition, we have two part-time staff who have a very specific skillset and therefore are only work part-time. and in addition, both are retired, so they fall under slightly different rules than our full-time staff. in addition, we'll spend $2.3 million on city departments,

we continue to have the faces of transbay. we have a 24 hour hotlines for the transit and bus storage facility. and then, the graphic on the right shows the number of complaints has been trending down. that very first year was the highest. we did have in 2015, a blip, which i would call it during the year of steel, and also our bus storage facility -- the bus ramp, i should say, so our footprint doubled in 2015. but in 2017, we only received 12 complaints the entire year for the massive amount of property that we're working on out there. it's a huge testament to the team working hand in hand with the neighborhood. and then, the student internships. had a great summer with them. can't wait till they come back. they'll have a very different kind of setup because they'll have more operations next summer than the construction you see in those photos. and then lastly with my point, we have updated our jobs map. we are now over 22,000 jobs created throughout the country. we have touched 45 states. we're still the elusive wyoming-sou

other investment includes electrification of cal train, the opening of the transbay bus terminal and enhancement to muni lines. that being said, except for affordable housing, transportation is probably the biggest issue we have in this area. and in the region. and that is why the plan still dedicates over half a billion toward transit which can leverage half a billion of state and federal funding. we identified four sources for this half a billion dollars. the eastern neighborhoods impact and a new central soma fee. the outcomes would be approximately $340 million towards local transit and $160 million to regional transit. this is basically a two-to-one ratio reflecting the new trips generated by new workers and residents. the local money is directed toward sfmta to provide service transit expansion. the regional money is controlled by the city and goes to the regional agencies. for example, we've been working in close coordination bart who's interested in upgrading standard capacity and starting the study of a second transrail crossing. the next topic we'd like to discuss is transp
