[roll call] >> we have a coram. >> thank you. we will skip over the chair's report and go directly to the executive director's report. ms. miss tang? >> good morning, commissioners pick today i would like to start with an update on the cost of a compact. this is the committee to house the bay area at all levels, and their effort of the regional level to increase housing production, preserve existing affordable housing, and protect vulnerable populations. there has been a whole series of policy workshops and meetings with all of our representatives at the table as well. we have heard there is a strong interest in the part of our legislators in sacramento to help pass legislation consistent with the cost at compact ids. there are about ten strategies that could be impacted. all matter of strategy. some of them are quite significant. we would like to come back to you next month with an information item pendi

good morning, chair peskin and members of the transportation authority. i am glenn larson, the chairman of theitiens advisory committee. sfmta updated the c.a.c. on the progress of the project. during the presentation, there was a bar graph presented based upon the monthly progress reports requested by the c.a.c. and that i believe may have been circulated amongst you. it shows the slow rate of progress and a strange decline in percent completion on the vanness project between november 17 and november 2018. although we were told that the method of calculating percent completion was recently changed to show that it has gone down by a couple of percentage points, in this previous period, the percentage completion went up and then back down with ano explanation of a calculation change. therefore, c.a.c. requests that future attention be paid -- attention be paid to future progress reports. in addition, m.t.a. was asked if lessons from vanness, was going to be applied to the geary b.r.t. and better market streets projects going forward. we were told that ther

i would like to highlight that this peer review is intended to complement the transportation authority's peer review with expert analysis from the public's -- from public sector leaders who have extensive experience in delivering public complex infrastructure projects. in regards to the pennsylvania avenue extension, as i reported last month, we received a letter from mayor breed communicating her support for the pennsylvania avenue extension as the city's preliminary preferred alignment. i plan to present the pennsylvania avenue alignment for your consideration to include -- to be included in the scope of the transbay program as next month's board meeting after i have the opportunity for further discussions of the delivery strategy with stakeholders at california high speed rail, caltrain, city and county of san francisco, and the san francisco county transportation authority. if approved and formally adopted into the transbay program, it is indisputed that the first task will be to prepare a scoping document in the form of a high level preliminary report to determine the scope of work

this includes seeking support of the water transportation authority and bay area toll authority for ferry 3 funds. treasure island is one of the few high-performing projects supporting much-needed affordable housing and prioritizing sustainable modes over private vehicle travel. also in today's recommended action item with toll policies and affordability, we're requesting that the city consider making city budget contributions to support treasure island's mobility program given the unique impact of the tolls on the island's residents and the small businesses as well. as we move forward with this plan towards implementation, i strongly support a parallel study of congestion and pricing. one of my hesitations in supporting a mobility management plan in treasure island is that it's focused on one neighborhood. we should be charging everyone to come downtown and the fees should be used to increase multimodal transit options for all of our residents to be able to bike and to take muni. we know that congestion is increasing over the last five years throughout the city of san francisco and we mu

this afternoon, supervisor kim and myself will be meeting as a personnel committee of the transportation authority. we do a salary survey for the 42 individuals that work in that department. i was startled last night going through just seeing how salaries at similar agencies had gone up. we have the same thing at m.t.a., which is vacant positions where we can't recruit and retention issues. lot of this, i think as mr is te 250a and m.t.a. i hope that's a productive mature process that i'm looking at the director and at the t.w.u. that's a process that will help us recruit and retain quality operators for the m.t.a. and muni. good luck on that process. we look forward to helping in any way that we can. >> supervisor brown: this hearing -- i first started out with looking at this hearing just that it was the communication issue that we didn't know as transit riders that buses will be late in the summer. now it's so evident to me how hard our transit operators work and the things they have to deal with. i think we all knew that. you get on muni in the morning and have you cup of coffee and you don't
