it was a battle of wills between the transportation commission and the legislature over the appropriate level of formula versus competitive programming for local partnership programs. going back to 1989, 1990 and each major transportation program increase has contained a similar program. that program provides on one hand every word it entices others to come forward and be able to participate in the program. the issue broke down over the relative percentage of how much would go out disturb he did on a formula basis. i think many of sf county prefers area they can then count on an x amount of money coming in nature from that program so then they can have the funding gaps on projects. the commission however favored a more robust competitive program where they can award folks whether they were self-help counties or they had local taxes. the governor ended up vetoing the bill, that allows the commission through their guideline process to move forward with the perspective that they had shown the last time around. looking forward, there were several items that i believe will be seeing early on

they oversee the transportation commission and our state d.ot. i want to thank our executive director and her team for organizing the round table as well as the sfmta acting director and the mtc deputy director for joining the meeting which i stayed for the entire time. the medium of the day was state and local partnerships and we had much to discuss, beginning with the storied history of infrastructure projects that followed the earthquake that took place 30 years ago last week. it not only damaged the bridge but also frees and other structures in san francisco. we were allowed to rebuild the embarcadoro structure. these land grants were helpful allowing to make the terminal possible and we should acknowledge then-state senators quinnton cop and john burton. today our collaboration focuses on a new generation of partnerships, supporting affordable housing and climate goals with critical muni investments and the endeavor to invest in cal train and high-speed services and eventually across the bay. initially the group was interested in how we work

we need people, perhaps the commission on the environment, perhaps the transportation commission, perhaps the public utilities commission. we have other bodies that need to be saying, well, how is it going and what are the roadblocks and why aren't you moving faster or great job, you are moving fast. what we found is when we look at whether the strategy -- what are the big buckets of things we know that have to be done. when you start peeling each one of those back, you see that there's a lot of barriers to implementation and success that actually the solutions lie within the city itself. we have some rules for construction and prioritization of resources that actually get in the way of electrifycation. and so for us to be serious about reaching these goals is going to take city agencies collectively solving some of these initiatives. there's a lot of inertia so that kind of change. and i think what breaks through inertia is transparency and daylight. and i'm interested in thinking about next year how we had a joint commission meeting with the commission on the status of women. it might b
