it was never clear that the president had the authority to issue that tristate quarantine.re are there opportunities for the federal government and for these governors to be working together to bring solutions to these states? >> the proposal the president floated and left hanging out there for seven hours panicked a lot of people in the tristate area. the governor said he knows a lot of of people tried to get out of town for that stretch, might be carrying the virus with them. it's not clear whether the government has the authority to do this. this is usually a state matter. people close to the president looked up this impossible legal justifications and they thought would fit would probably lose in the courts. a lot of it was a political calculation. the governor spoken to the governor and florida and watched his interviews with the governor who expressed concern that new yorkers and people from the tristate area, which is the epicenter were traveling to florida and bringing the virus with them. let's set aside the fact the governor was still leaving beaches open up until

residents in the tristate area in new york, new jersey, connecticut, are now under restrictions, new restrictions on gatherings at bars, restaurants, and other public places. i urge everyone to stay safe and to listen to the advice of public health experts, practice good hygiene, follow the recommendations issued by state and federal governments about public gatherings, and please, please stay home if you feel sick. as these important safeguards go into effect, there will be economic consequences. businesses will face shortfalls. employees will not be able to work. families will bear the responsibility of child care as school closures mount. for millions of families who live paycheck to paycheck, for parents who have to choose keeping their jobs or taking care of their kids, and for so many others, the small business owner who has no liquidity even though it was a healthy business a few weeks ago, these are all very, very difficult times. the congress and the federal government as a whole must take steps immediately to provide relief to those american workers, families, and businesse

will president trump order a complete quarantine of the new york tristate area? >> considering we're making a decision very quickly, very shortly. a quarantine because it's such a hot area of new york, new jersey and connecticut. will be announcing that one way or the other fairly soon. >> there are now more than 115,000 cases of coronavirus in the u.s. more than 1900 people have died. nearly half of the cases are in the state of new york, where the death toll now stands at 728. for more ien watt to go to mothmoth -- monica alba at the white house. does the president even have the authority to order a measure like this? >> long story short, he does not have a broad sweeping federal authority to issue a national quarantine. but what is interesting here is that my colleague kelly o'donnell just asked the incoming chief of staff under what authority the president might be considering this tristate quarantine, he said they are looking into and evaluating all the options, which indicates there might be a statute under which he could suggest this. this appears to come

the big question today is here in new york city with governors from the tristate area expected to make an announcement. kathy park joins us. schools closed across new york. the mayor has ordered the closure the largest school system in the country. it's also had an economic impact because bars and restaurants have also been limited for indoor dining and as we just mentioned, we are expecting this announcement to take place at around 10:45 a.m., the governor of new york, expected to announce that. what more do we know about what measures both the city and the state of new york are prepared to do? >> ayman, it's hard to say. it seems like the headlines keep changing by the hour. but as far as the school system goes, this is the largest public school system in the nation, closing all the schools down in the city impacts more than a million students plus their families. this goes into effect starting today all the way until april 20th, at least. mayor bill de blasio received pressure for not closing the schools down sooner. he mentioned this was a tough decision because families would be s

very similar to what's happening in the tristate area here in new york.e of ski resorts. is that enough to stop this deadly virus you think? >> well, you know, it's -- it's still expanding, don. i mean, we're up to about 160 cases now. i think we've done a few more tests and we are a little bit ahead of the curve. still, you know, the whole country is far behind on that. but this kind of social distancing is exactly what the scientists, the epidemiologists, and others, say we need to do to really change this trajectory and save lives. and ultimately, that's also about saving jobs. the sooner we can get through this and the better that that curve can be and the less pain, misery, and death that happens, the sooner we can recover our normal way of life. >> so listen. we've been learning what's on the call today and even the president tweeting some of it, as well. the president telling governors, in a call today, that the states should try to get respirators and other medical devices on their own. do you think the federal government should be spearheading th

but the cdc says those people living in the tristate area, please do not travel but it does not apply to critical workers and those that are needed to keep the infrastructure in place. stuart: ashley, can you tell me 'the roadblock on i-95, i think it was at the florida/georgia border, what happened there? ashley: yes. exactly. well, the state of florida decided they want to monitor who's coming into their state, especially those vehicles with new york license plates. so they set up a checkpoint and it didn't go well because they said it completely interrupted the flow of traffic. it's a big trucker route. i don't know if any of you have ever taken i-95 south but it's all trucks all the way and the backup went for miles. eventually they had to break down that traffic stop and let the traffic go smoothly and get that jam cleared. they did reinstate it a number of hours later but a little less restrictively. it just gives you a sense of the fear out there, the containment effort, that now any car with the new york license plate is definitely on the radar. stuart: thanks, ash. let's go t

the united states issued a casual, almost casual kind of blanket threat to quarantine the new york tristate area, new york, new jersey, connecticut, something he had no constitutional authority to do, freaked out a lot of people, who thought this was possible, and then immediately takes it back and the cdc, you know, he says, i'm going to have the cdc do a no travel order. what do you make of the fact he did that at all? >> well, the big problem at this moment is that in times of crisis, leadership really matters. governor cuomo is providing it for instance and donald trump is not. what we see from donald trump is that instead of operating in an evidence-based fashion, being guided by his public health professionals, he's freelancing in terms of whatever comes into his mind at any given moment, often what comes into his mind is wrong in this case, it is unconstitutional, and as governor cuomo pointed out would be counterproductive of the public health and safety of new yorkers and people throughout the country. >> we're seeing -- donald trump has a tremendous influence over his followers. h
