tsa and dhs. thanks for being here and participating. i am pleased that the subcommittee is meeting today to oversee implementation of last year's bipartisan reauthorization of the transportation security administration, the tsa modernization act. terrorists, of course, continue to target both service and aviation transportation in ways that are constantly evolving. the tsa modernization act recognizes this reality and provides direction to the agency at a critical time. importantly, this legislation marks the first ever reauthorization of tsa since the agency was created in 2001 following the terror attacks of september 11th. in so doing, congress fulfilled its constitutional role to provide oversight, accountability, and direction to the federal government and the resources appropriated to protect the traveling public. the tsa modernization act took measurable steps to update many offices and programs within tsa and make the agency more prepared for current and evolving threats to transportation

the act, tsa modernization act, pushes tsa to investigate transportation security. under section 1981, they will introduce advance security technologies into service transportation systems and increasing vetting and identifying verification of the surface transportation passengers. the assessment was due to congress by april 3rd, 2019. it has not yet been produced. can you tell us why that is the case, and whether there has been an impact on the staffing that is impacted this deadline? >> as was noted, also in my testimony, we stood up the surface transportation security advisory committee. we've also done an outreach effort across the country to engage with the various stakeholders involved in this process, to identify their highest interests and needs, to ensure that as we develop various ideas for the feasibility study and analysis, we were taking on those items of moves interest. >> do you know when the study will be ready for congress? the one doing april. >> we have some additional work underway within tsa to finalize that analysis and then it will need to go

>> not by tsa, sir. it solely occurs at the bag drop or the checkpoint. >> or time and place where you have to present an identification to identity to go through whatever process that is. >> in houston, the bag drop occurs outside of the building, before you enter the building, you drive up in your car. you have friends and neighbors with you perhaps and you go over to an agent and that person receives your bag and gives you a ticket. so would it occur in this area? >> the only place the biometric occurs at the bag drop is in atlanta. >> time is of the essence. we're talking about expanding, are we not? yes, sir. >> yes, sir. >> here's my concern. i'll go to the point and be as pithy as i can. one can only imagine what mr. j. edgar hoover would have done with this technology. it was mr. hoover who surveilled dr. king. they went so far as encouraging him to take his life. one can only imagine. now, i'm not placing you under the eye of suspicion. but it's my job to make sure this technology is not abused.

rain, and really ugly out thereose, rld'busiest the airport, atlanta's hartsfield jackson, where the tsa is taking steps to make sure things run smoothly here today through the end of thanksgiving week. they will be keeping all lanes open and adding additional staff. jose >> blayne alexander, thank you very much. >>> wnbc's dave price joins us now with a look at the week ahead. dave, good seeing you. what is ahead for this >> well, we've got three major storms to deal with in the next several days the first one upon us now just as the travel week begins to ramp up so stretching all the way from washington up through northern new england, we're talking about rain, wind, low ceiling, snow and ice. inland areas are going to see upwards of half a foot to a foot of snow in sections of new england. this is the map. already seeing slowdowns for new york, boston, syracuse, and back to cleveland. >> that's just the beginning. what's after that? >> well, we've got storm two and storm three. we go out west and look at the rockies. that storm system beginning to push all the way toward the midwest.

we've also been trying to talk to people in the tsa line. we have not found anyone coming back today to catch flights back out. it's a random mitt or miss. the power was out for about four and a half hours, didn't get back on until around 10:00. people could check their bags but the security checkpoint was closed which led to super long lines. some flights landed during the power outage. other arriving flights were diverted to other airports. here is a passenger just trying to get out of oakland international for the thanksgiving holiday. >> it's been delayed until 10:55. i heard some people their flights are canceled. it's just really bad. i have my dog here in the bag. it's just, we're just hoping we can get home so happy thanksgiving, right? >> reporter: we asked oakland international if they knew what caused the power outage last night. they're trying to figure it out. we did reach out to pg&e. they said at that point it did not appear to be related to their equipment but again they're looking into it and we're back out here live termina
