u. s. u n says expulsions may violate international law. living as parliament parts, as a new conference, votes the transitional government, putting in doubt the a un back piece process and upcoming election. ah say 2 decades off to the us invasion, afghans have been revisiting jails where they were held by allied forces and have been given harrowing accounts of suffering abuse and torture. the tourist background, prison held tens of thousands of prisoners of 0 has been given rare access to not abandoned their base and detention facility. and let's cross every live to as i've been job, it is done by force there and couple it is, i'm a, you've been inside background base. what did you find? it's an extraordinary place to be. we were given this axis and we went through building up to building block after block 30 square kilometers of foss, sprawling complex. and we were hearing testimony off the test to me. they were at least half a dozen people there who travels with this to get a glimpse back into at the time that this. but there they are finding the writings they did on those cell blocks. they showed us dark rooms where they were interrogated and small cells of a few meters. 90. 3 of them were huddled together and left in the heat off of gun is done. so they have been some very harrowing tailed off what was going on. the people who are telling us that the world did not know about them, because in the few years, after 911 people were sent there, they were taken away from the, from axis a do anything. they humanity an organization such as the red crescent, the media, nobody was allowed in sight and they were suffering silently. a warning that in this report you might find some of these testimonies quite disturbing. not about that. they call it little guantanamo or a gun is tons of grape heading back to the notorious by graham prison. these are some of the former prisoners it's not easy to find the way in the sprawling 30 square kilometer town. even the taliban had to stop for directions. but once you enter the scale of the prison complex, which ones held tens of thousands of people becomes evident. building after building door after door, the men which were once held here, remember their accumulation and torture at the hands of us soldiers and fellow afghans. imitating what the gods did, they wouldn't let me sleep, says freed, who spent 7 years indifferent cages. he was in physical therapy for extensive torture by african american troops. he says, tortured prisoners were hidden in the block away from media and humanitarian organizations until they would feel the horn at all supported william, my legs are still weak and in pain, they yanked my private parts with a cable and i was bleeding from it for almost 6 years, no matter how many times we said we didn't do the crime, they were torture until the prisoners said yes. from uniforms to prison fellows inmates here have been telling us that this was one of the worst places to have been mentally tortured. if they did not behave well, the, the condition is would blow very cold during the winter, and very hot during the summer picked up in a right grade moltby hush me remember being blindfolded, integrated naked in the early years of the prison. he thinks they were being fed dog food, smelly meat, as he remembered that, the other jim, again, the american girls would come dressed in bikinis to take us to the toilet. we got 3 minutes were about and these girls would watch up. then there were no african guards here, nobody was allowed to not even the red crescent. they made us watch sexually explicit films and we weren't allowed to look away. we were sleepless. our interrogations were almost 10 to 12 hours. rights group, such as human rights watch, amnesty international and the american civil liberties union have corroborated similar testimonies of torture and abuse into dev and for the us army charged $27.00 soldiers and enlisted personnel with criminal offenses, some but naming un involuntary manslaughter. some prisoners with teenagers, they say others were brought from different countries on rendition flights. ah, the complex was also home to the largest military base, lifeline for us that relation to, in a gun is done ahead of secret the leaving the base at night. us forces said they destroyed nearly 15000 pieces of equipment and sent over 700 loaded c, 17 aircraft out of a fun son. strap is what's left of black hawk helicopters, generators, vehicles, and other equipment. but the reinstate on the legacy is the abuse. and the 1000 illegally detained without trial. that's how they break us up. scottish harbor deemed to be they knew we'd be upset if they disrespected the corps on, so they'd throw it in the toilet. i spent almost a year here. this button is for the toilet to flush, this was for hot and cold water. they'd put headphones to her years blindfold. you shackle your feet and take you in a wheelchair to the interrogation room. it was a scary place. ball graham was a place of utter cruelty and barbarism. follow and fight to say they feel happy to be here once again. as victors, not captives, some people the world knew them as barbaric monsters, which is how they see their captors. and have you heard that these testimonies are just some of what be heard? it's not all what be heard be showed you that sleep deprivation lashing the all sorts of sexual abuse and others that they were very difficult for them to speak about and revisit. but what was interesting to hear from them was that they do not want revenge. they say that because their cause, according to them, was a religious one. and their leadership has asked them to forgive people, or they will not forget, but they will forgive and they're ready to move on. and it's over the telephone for a minister has requested a platform at the ongoing un general assembly. tell us what we speak to the spoke to some of the data by leaders who said that because the country starting from scratch, the world needs to come together and help them. the taliban is looking for legitimacy and telling them that they have won this war. they are in charge and they're here to stay and the world must recognize them in that quest. they have appointed them when hearing from their political office in dover to be the representative at the united nations. now, technically, it might not be possible because there is a united nations representative from a gun to start from the former government of which the other one does not recognize . and many of the neighboring countries as well do not recognize as well. so it is going to be difficult to see how the united nations would allow. so he'll trying to address it. but it is a symbolic gesture thought about telling the international community as we've been hearing from them in the last 48 to 72 hours. whether they were addressing, especially representatives from august on to russia or representatives of the united nation that they want the world to help. they are here and they're ready to throw the olive branch. but the world community still waiting on those commitments on women's rights and human rights from the taliban that they have promised but yet to deliver or does the picture in nickel and background memories. thanks very much indeed, as i'm of enjoyed well at the united nations general assembly. a president joe biden has told, well, the does, the u. s. is not seeking new cold war. the us search general also spoke on tuesday, calling on nations to do not to tackle what he called the cascade of crises threatening nations, or the magic as a j bayes has this please think you'll see. this is gathering of world leaders started on a some, but note the un secretary general highlighting the growing list of global problems covered 19 the climate crisis and conflicts. all of them he said, getting worse. i'm here to songs the alarm. the world must wake up. we are on the hedge of an obese and moving in the wrong direction. our world has never been more threatened, or more divided. we faced the greatest cascade of crisis in our lifetimes. this was the 1st un general assembly, attended by president joe biden speaking just weeks off the taliban and take over and cobble a war that in effect, lead to a u. s. defeat. he laid out his strategy on future u. s. military involvement, u. s. military power must be our tool of last resort. not our 1st sho

u. s. c u n says expulsions may violate international law. libby, as parliament pulse is a no confident spoke to the transitional government putting out the un back piece process an upcoming election. ah. 2 decades after the us invasion, afghans have been revisiting jails where they were held by allied forces and have been given, hiring accounts of suffering, abuse, and torture. and the notorious background prison held tens of thousands of prisoners out 0 has been given rare access to the now about their base and detention facility across to as i've been job, i had his in couple and as i'm a you've been inside, what did you find how was it? well, it is an extraordinary place to be. it's like a small town where you enter. she was up to tea, was the buildings after buildings. it is a sprawling 30 kilometer long complex where we were given rear access. we were able to visit the cells. some of the cells were thought about commanders who are with the showed us wear, their leaders were held where they were tortured extensively and where they gave us testimonies which were quite disturbing. but they say that they are happy that they are visiting this jail once again. they say that they are okay with what happened. they say that they have forgiven the people, they will not forget, but they will not seek revenge from not just the guys but from allied forces as well. here's our report, but i warning that some of you might find the system and he's quite disturbing that they call it little guantanamo, or a gun is tons of grape heading back to the notorious by graham prison. these are some of the former prisoners it's not easy to find the way in the sprawling 30 square kilometer town. even the taliban had to stop for directions. but once you enter the scale of the prison complex, which once held tens of thousands of people becomes evident building after building door after door. the men which were once held here, remember their accumulation and torture at the hands of us soldiers and fell off guns. imitating what the gods did, they wouldn't let me sleep, said freed, who spent 7 years indifferent cages. he was in physical therapy for extensive torture by thinks they were being fed dog food, smelly meat, as he remembered that, the coverage and the american girls would come dressed in bikini to take us to the toilet. we got 3 minutes were about and these girls would watch. then there were no african guards here, nobody was allowed, not even the red crescent. they made a swash sexually explicit films and we weren't allowed to look away. we were sleepless. our interrogations were almost 10 to 12 hours. right. groups such of human rights watch, amnesty international and the american civil liberties union have corroborated similar testimony of torture and abuse into dev and for the us army charged $27.00 soldiers and enlisted personnel with criminal offenses, some but naming an involuntary manslaughter. some prisoners with teenagers, they say others were brought from different countries on rendition flights. ah, the complex was also home to the largest military base, lifeline for us that relation to in a gun is done ahead of secretly generators, vehicles, and other equipment. but the real steen on the legacy is the abuse. tens of thousands illegally detained without trial. that's how they'd break us up to the scottish harbor dean. this is going to be the be. they knew we'd be upset if they disrespected the court on, so they'd throw it in the toilet. i spent almost a year here. this button is for the toilet flush. this was for hot and cold water. they'd put headphones to her years blindfold. you shackle your feet and take you in a wheelchair to the interrogation room. it was a scary place. paul graham was a place of utter cruelty and barbarism followed one fight to say the feel happy to be here once again. as victors, not captives some feel the world knew them as barbaric monsters, which is how they see the captors. and as you see there, it is a difficult place to be, but it was quite quite interesting to see those fight does say that they have moved on. i spoke to somebody who did not want to speak and camera up a suicide bomber, who, how he recognised himself. he said he was not a bama before, but after the prison abuse, he did turn extreme. and that is the real fear here for a lot of these people who have been facing that abuse in not just background, but other prisons across the country, which has been highlighted by human rights groups as well. that some of them might turn not just towards the dollar bond, but other hard line groups as well, which are plenty in a bunch of stuff. in general, somebody going on right now in new york and the telephone is 4 minutes to has been requesting a platform. absolutely. so that's been in the last month or so. i have been trying to tell the world that they are now the people who are in charge of, of been a son and will be for the foreseeable future. and that is the message that went across to the united nations general assembly as well. although it probably will be a symbolic gesture because i've got a son currently has a permanent representative to the united nations. and before this general assembly concluded is unlikely that the meeting will be held where that the battery is change, which the thought about does not represent the gun fund anymore. and so he'll have, who's been appointed as the new ambassador, according to the tyler bond, will be given a chance to speak. but again, this is a quest for legitimacy, the thought about telling the world that they are here, they're here to stay. they've taken over this country, the world must interact with them. and this is something which we've been seeing in the meetings across the political spectrum in, in double where thought about leaders of the meeting by finding special represent the russian special representative leaders of the united nations. and telling them that they need international help to help run this country and the international community saying that the thought of mine must honor the promises on human rights, women's rights, and other basic necessities that the people need of them are. there's only thanks for that hasn't been just a the in couple well, at the you in general, assembly president joe biden has told world leave as us is not seeking a getting money from social security because they paid money in and they paid for that benefit. are not getting that benefit. california is one of 15 states in the us where public employees are cut off from most or all of their social security and that of their late spouses. that also includes retired police officers and firefighters. it was a decision made by public employees back in the 19 seventies and eighties, but it's backfired. now workers who had nothing to do with that decision or paying the price. it's a lack of fairness, and that's what we're trying to fix. republican congressman rodney davis of illinois has authored hr 82. its ability calls the social security fairness act. it would allow government workers to collect social security from other jobs and collective benefit from their late spouse. those against making these changes worry about adding another expense to the social security fund. these proposals would increase payouts by about 1.5. the unintended consequence of their version of trying to prolong the solvency of the social security system has been to punish families who have given their tire career to public servants. davis says the bill needs the support of 290 representatives to bring the legislation to a vote in congress. it has 254 so far. davis says the pandemic has slowed momentum, but li jia mona says she can't wait for change much longer. i'm mad. yeah rightfully so. rob roth, ktvu fox two news. all right, let's check back in with mark. last time we talked. it was summer and all of a sudden walmart. right do you feel a little bit different with that is to change. excited. i like fall. yeah well fall. yeah in fact, typically we clear out the fog and the fall time and here in the bay area, and we'll be having that as we head into it tomorrow but today to celebrate the first day of fall, fog decided to return coast side and right around the bay, and that's having an impact on temperatures somewhat, in fact, definitely a cool down. right near the immediate coastline. as you can see on the satellite, there's the fog bank from monterey bay closer to a san francisco's ocean beach and out toward out toward the marin headlands as well, right around mere b to the fog making a comeback out there this afternoon. current numbers. you can still see some upper eighties to right around 90 degrees. that's still warm to hot. well england just cooler today near the coast, and we have 58 degrees in half moon bay and right around the bay itself. oakland checking in 73 here is our live camera looking at that fog bank moving back into the picture this afternoon trying to hide the golden gate bridge, relatively shallow marine layers where it is it's locally dense, having a big impact on temperatures, but. as you did go a few miles and learned you kind of escape that to the cooling effects of the fog, so most areas for today will be cooler. it will be warmer tomorrow as this area of high pressure actually builds in once again. and then we cool things off into the weekend. it will actually feel fall like here, especially by sunday. head into monday. but today, though, the biggest changes of fog making a comeback and has been a kind of cruising up the coast from southern and central california here toward the bay area, that's why we have the cool down now. what's happening tomorrow morning we'll see those winds. those offshore winds pick up once again. thankfully they'll be fairly weak. we're not talking about a fire, weather watcher red flag fire warning, but possibly we could have wins the north bay hills approaching 25 to 30 miles an hour. and of course it is so dry and we're approaching the peak of fire season. that is the does bear some watching first thing tomorrow morning as we head into what your thursday and that will definitely raise the temperatures as well even out towards the coast. so typically we talked about a cool down a lasted several days. but today we're just talking about that one day cool down across the region, san francisco 68 santa rosa upper eighties. nineties out toward conquered ani aachen, fairfield this afternoon and san jose 82 degrees. so here's what we're thinking with the forecast as you can to pick out temperatures. another spikeose d around the bay back up to the eighties. the coast in the seventies and still fairly warm to hot into friday, and then we eventually cool things off into the weekend and will definitely feel like fall, probably by monday as that cooling trend really kicks in, so i know it's kind of hard to attract hot yesterday. we're cooling off today a little bit and they're going to heat it back up once again for tomorrow. all right, mark. thank you. new numbers show that californians used only about 2% less water in july than they did a year ago in the midst of this historic drought in sonoma, the city of. are sustained. sonoma county, the city of healdsburg slash water used by 54% that was the best in the state. the bay area overall cut water used by more than 8% but across southern california water use was about the same compared to this time last year. some counties actually saw increases still to come at noon, returning to the mound for the first time in a month. what we're learning about the return of a pitcher chris pass it after he was injured by a terrifying line drive last month. every single day, we're all getting a little bit better. we're better cooks... better neighbors... hi. i've got this until you get back. better parents... and better friends. no! no! that's why comcast works around the clock constantly improving america's largest gig-speed broadband network. and just doubled the capacity here. how do things look on your end? -perfect! because we're building a better network every single day. vaccinated against the coronavirus ktvu is andre senior reports. the immediate mandate is the first for any airport in the nation. on an average day, tens of thousands of travelers pass through san francisco international airport, and it takes a small army of people to keep business running 46,000 to be exact, and now every single one will need to be vaccinated against covid-19. this includes airlines, service providers, shops and restaurants, even construction companies working here at the airport. their employees would need to be vaccinated, whether they're working behind the ticket counter or behind the bar, airport eateries and even those working on the tarmac with arriving and departing flights. it is a move that goes into effect immediately. and in doing so, sfo was set to become the first airport in the nation to take such a step to make it easy. airport employees can get the shot for free and an on site clinic set up at religious belief is those employees would then need to be tested on a weekly basis and show a negative test results and those companies would have to report out on that to the airport while the airport is making the move to keep its workforce safe, the move. it does come with a positive byproduct, says r. neb lucrezia, chair of the cow state east bay department of public health. we know that the covid pandemic has disproportionately affected low income folks and folks of color. and these are the folks that assume many of the jobs that you just mentioned the food, hospitality industry the standard is to get the vaccine, and it's harder to make an exemption to bring in paperwork. it's probably most people are just going to get the vaccine. and so that that is what we're seeing. most mostly. but you may have noticed that we didn't mention those employed by t s a. and that's because earlier this month the biden administration and already made immunization a requirement for all federal workers. now most of the people that work here on airport property are contract workers will be up to the companies that employ them to make sure their employees are either vaccinated or u. s. now has much more knowledge that didn't 2001 and can deal with them very quickly. james, thanks very much. obviously as we get more speakers coming up at the u. n. g, a, we are going to be coming back to you, but for now, thank you very much. indeed. i want to talk to my one of the shara, he's all just said a senior political analyst. he's joining us from london. one, how do you think countries who might have hoped that the us would support them in any internal struggle is by moving troops and might react to this news? now, as far as the by the ministration is concerned, that military power is not going to be a tool of 1st resort, but until of last resort. what of course, i'm skeptical. i mean, you know, i take every word that precedent by the said with a grain of salt or many, many grains of salt. if you just look back at the speech that his boss, his former boss, president obama gave in his 1st speech to the united nation 2009. you would see astonishing parallels between what by then just said, and what obama said back in 2009 obama came after bush and biting came off the trunk. and both of them had made so many promises about rejoining the world institutions about nuclear nonproliferation, about dignity and human rights and palestine and so on, so forth. but what we've seen from o bama including closing $110.00 mall and so on. so for that, almost none of his promise is back in 2009 came through on the big issues that illustrated back in 2009. and i think we're seeing more of the same from, by then by the talks about democracy, freedom on human rights. while he, as vice president, was the most supportive of the crackdown in egypt and out of spring nations. he was supportive of presidency when presidency was tracking down back then in 2013. so all in all, what we've seen is present by them promises to be the world fire fighter . and why does the world need fire fighter? why? because what we've heard from such a good turn, the world is on fire and present by then give the response that america will step up, along with other nations to be the was firefighters. unfortunately, listening to him and to his, for the sensors over the, over the last few years, i am really a skeptical that like obama, he will not fill up, fill in or fulfill his promises. i mean, you know, remains to be seen, but i, spectacles. let's talk about the middle east and north africa and the parts of the southern hemisphere. he was talking about the us wanted greater security for all parts of the middle east. he said that he was committed to a state to state solutions that it was the best solution for the jury states and also for the palestinians is everything new. and so we just reaffirming a situation that he's in it before the aid, any, anything a toll that any of those countries in that region can take from this that might be positive and advance nothing. nothing at all. nothing. president obama told us in 2009 that he just met nathan on our bus and that he is going to be working for peace for 11, for, for, for 8 years, which is nothing. and for the following 40 years, we're seeing orders from president trump present a president by then just met the right, a prime minister, bennett. and he said nothing to him about the need for him to sit down with the spins. in fact, you give him green light to continue with the illegal supplements and us bank. so in fact, what we're seeing from president biden is more and more words like we've seen for bias. obama, what it comes to really for defending some of those promises really walking the walk in palestine in egypt and part of them, at least we haven't seen the coming. but what tell you what astonishes me most because you know, we, including james, we've been listening to the species for the past 15 years, at least since english came to existence. right. it just, it just fascinates me how they say something and it just means exactly the opposite . they are building arms and se, asia for the purpose of peace and stability. they are really now in the process. china and the united states are building up arms that they, human history are never seen like them before. we've seen, we are seeing nuclear proliferation in the korean peninsula, not nuclear nonproliferation. we're seeing and rebuilding it's nuclear reactors, not on building nuclear reactors. so we're seeing arguments we're seeing on brace and we're seeing now just to deal with a study on britain about rebuilding of submarines, nuclear engineer, submarines, and so on, so forth. but we, they keep saying that it is in the name of peace that it is at the service of peace . we see the president of our present bite and says, no more war. but we know that the united states is pursuing the war unfettered under the war, and 3rd is pursuing the most incredible advanced. what does sophisticated weapons like drones is like special operations and also for the people still die around the world, including just what you're not to fit some for a field about that killing and against recently by drawing by miss files and so on, so forth. so i urge our viewers to be quite skeptical. it's really encouraging to hear 1st by then say all that i think he didn't get a lot of shoes for. in fact, if i, if i remember correctly just was the last half an hour. i didn't see a single clap going on except until the end, but at least he didn't get the jeers and the ridicule that his predecessor, president trump got in his 1st speech to the united nations. back in 2017, at least he got that. they had some chairs, and yet i would say, even though spin, listening them at the united nations when he talk about to start solution in israel palestine, you can, you can tell that everyone was looking at him saying what you're kidding us, just making these promises that you're not fish, never fulfilled for the last 2 decades, mom and let's widen this because of course, it's not just about the united states, in your opinion, looking at that meeting as it goes forward. who should we be looking at? what are the key speakers that you think we should be paying attention to? oh, absolutely. you're right, 100 percent. and we're just my comments because we just heard president obama has a bite and i'm sorry, but present. she is going to be key, but it's been put to is going to be richie and yes, maybe the foreign minister of france is going to be. we're going to be listening to a good number of important speeches as well as speech is like say for example, that tunisia and president are the gypsy president to see the move there. and then at least about the move towards change or not change. but clearly, i think the biggest question of all facing the world today is what relationship with china and the united states. and while president biden says, there is no cold war, everyone is feeling the cold war. he think of, isaac, where between china and the united states. and i think the 3 important questions that the 3 c issues climate, corporate and conflict. without the big c corporation between china and the united states. we're going to see our secretary good tourists, warned us that this is a world on fire and it will continue to rage. and we, and our children on the guns for them are not going to have it's well in the future . if china and the united states as well as others in europe and elsewhere, co operate on the important questions of dependent x on the, on the questions of global warming, climate change on the questions of conflict. and on the question of this article meant including nuclear disarmament around the world. one is always good to get your thoughts on this. we will of course, be coming back to you as we get more speakers coming up in the u. n. g a. but for now, thank you very much. indeed. sedans governing sovereign council says it's foiled to attempt. it says 21 officers and a number of soldiers have been arrested and are being questioned. you tried to take control of several government institutions, including the state t, v, and radio army units are now set to be guarding those facilities as well as the general command of the armed forces, its headquarters and those of the air force mohammed out reports. mm. is done capital cartoon, and nearby city of them. durham on reports of intense military activity and closure of the main bridge across the river nile. according to government media, the cooper we're trying to take over the state media building the military se measures what being taken to contain this tuition. the news of the attended, cooper was broken, paid media, which sought to reassure the public. how does it collaborate with the failed? coo attempt clearly indicates that it's necessary to reform the military
