sylvia is a labor economist from u.c. berkeley. thank you for joining us. i'm so troubled that we are obsessed from the unemployment rate, it only tells a small slice of the story. i think the labor force participation rate is a more important story. how it's been in decline. it's not just a few year decline. it's been in decline for a very long time. >> yes. the labor force participation rates have been declining. not only this recession. but even prior to this recession. so some of these top line statistics that get so much attention as you mention the unemployment rate are sometimes not capturing exactly what's going on in the labor market. >> right. and i think that's fair to say. they are important to economists. they are important if you see the whole picture but you do need to see the whole picture. i'm trying to get a habl on why-z handle on why the proportion of the workforce is not working. the number really never got above 67% in 1978. it's now around 63%. what is that -- what does that tell you? >> well, i think in the short run, when we're talk

what really is happening is people are working at u.c. medical center parking -- parking going back and forth to move their cars so they don't get tickets. so, they're beating these into the park over the years. the next slide is showing those pads and the character, the erosion that's happened in the park. there is a lack of accessibility through the park. so, this became one of the goals of our plan was to establish an accessible pathway through. another issue that is clear when you visit this area is that it's somewhat -- you can see on the top right slide, looks kind of like a used parking lot. cars facing immediately into the park. no buffer, no sense of really being in a green space there. so, this is one of the thing that we wanted to address. one of the uses that came up in the public meetings that's a kind of sacred use of the area, the discus throw which was located outside of kesar stadium so people didn't get hit by the disks during track meets. it's used for various events and we've worked with coaches and athletic directors

i went there from 2006 to 2011 before i transferred to u.c. berkeley. as a city college student i started students making a change that is -- focuses on leadership development and civic engagement, which raul and christie are part of. i started that program at city college because we want to directly address issues impacting equity, impacting low-income, students of color to achieve and to help us overcome barriers that make us feel like it's our fault. so, so, you know, when -- we can stand here and say there are some -- that there are lots of different issues that either exist or don't exist by people on different side, but no one can stand here and tell me students have access to wi-fi when they need it. there is no one that can stand here and tell me we didn't have issues with shared governance. that democracy has to be hard, but it doesn't have to be impossible. i really urge the community to come together in a real way and that if we actually truly love our college and our community that we'll be the number one critics of it and do everything we c
