ucsf and the city have a long partnership beginning 150 years ago, when ucsf doctors began caring for san franciscans in the city's general hospital. today ucsf clinicians continue to care for the city's most vulnerable, including children and adults, at san francisco general hospital and in a range of outstanding community-focused programs for those suffering from mental illness and substance use disorders. from our division of city-wide case management, our division of substance abuse and addiction management, our psychiatric emergency services to name just a few. as chair of the department of psychiatry at ucsf, i could not be more proud of our people and our long-standing partnership with the city that has allowed us to work every day to make a difference in the lives of our patients and their families. as a representative of ucsf here today, i can't stress enough our commitment to collaborate in taking on these big challenges, our department of psychiatry, the new homelessness and housing initiative, our students, our faculty and trainees are all determined to work together to fi

ucsf, thank you for not only your science but also partnership. i want to thank a moment to thank the neighborhoods, the neighbors, our transit advocates for bringing us to where we are today. i want to take a moment to thank the legislature and the bay area voters who last year passed regional measure 3, which is over $4 billion of transit and congestion funding to help ensure that we are building the best transit system in the world here in san francisco. let me also mention today is a ribbon cutting, but this is not going to be the last transit stop ribbon cutting. as i mentioned when we were moving forward with regional measure 3 it was suggested to me and my colleagues that we also invest in a ferry system that includes a future mission bay ferry stop. if all goes well, in 2021, we will hopefully do a ribbon cutting there as well with the temporary option, as mayor breed just reminded me. let me just close by saying that we all know that the greatest 21st century cities have great transit. we know we have more work to do in san francisco, but

i also want to thank ucsf and getting the goal coalition and all of those with us who continue to show their commitment to addressing this issue as well. even though we've reached this incredible milestone here in our city, we know that there are still disparities that exist, specifically by race and ethnicity, by age, by gender, and, sadly, by housing status. these disparities highlight the work we have to do to continue to get to zero and really trying to remove the barriers, the stigma, the discrimination, so that we can truly end new infections, which is our ultimate goal. in fact, in 2018, african-american men had the highest diagnosis rate. african-american women also had the highest diagnosis rate. fighting this should be our focus and we are taking steps to do so. this week the department of public health will launch a competitive bid process where we will allocate $8 million in additional funding to community organizations primarily serving the african-american, latino, transgender and substance-user communities in order to strengthen the work that we are already doing. researchers at stanford university and ucsf making a big discovery that could help lead to a cure forommon cold. dr. ashton is here with all the details. all right, dr. ashton, tell me about this scientific advance. is it a cure? >> not yet, but possibly. and we need to tell our grandmas, you can put the garlic away because it does look like they're on to something here. in the past the virus that causes the common cold is sneaky. so it evades targeting. we can't disable that virus. what they did at ucsf and stanford is, they actually targeted the receiver of the virus so, if you think of it like this lock and key, if the lock is actually the cell that gets infected, the key is the virus. instead of disabling this, they disabled the protein on the cell that is found to be nonessential so that virus cannot infect those cells. not just important for the common cold but also that enterovirus which has been implicated in that acute flaccid myelitis. very, very interesting research. >> what are the next steps? >> not ready for prime time. this was tested in mice and have to develop a drug
