this is the sixth time that the united nations security council has met at this level.the heads of state level. what are your thoughts? >> well, i think it's a great contrast to what we saw last year when the president of the united states went to the u.n. a bit humiliated because he was not able to make good on his threat to strike the syrian regime after it used chemical weapons, and he was, in effect, bailed out by russia, and there was criticism all over the world, particularly in the region. so this year it's very different. he's chairing, he gave a strong speech. he looked and sounded like the leader of the free world. and he has obviously considerable backing for the stands he's taking particularly on isil and in trying to root it out. so it's a--what a difference a year can make. >> let's sort of dig deeper here on the strategy as proposed by the president secretary of state over the last week and a half, two weeks and your thoughts on it. it's a big strategy with several big key components. with respect to syria. well, at least initially the thought was it was

time, another meeting, not just the general assembly, but another meeting, the security council meeting of the united nationss going to be so important. >> apart from that united nations security council meeting -- and i believe a resolution is expected to come out of that -- what else is going to happen at the general assembly today? >> reporter: well, there's going to be other speeches that we need to look at. we need to look at some the arab partners of the u.s. who are going to actually be speaking. the amir of qatar, the king of jordan are on the agenda, as are some of the western allies, the president of france and the prime minister of the u.k. and the meeting will not happen with 15 ambassadors around the table. around the table will be world leaders, and it just happens that the rotating presidency of the security council is held by the u.s., so the president of the security council calling the meeting to order today will be the president of the united states, president obama. that resolution, i think is going to be fine in the sense that we believe there's a consensus about isil and foreign fighter

united nations resolution before we can embark on any action of the kind that is proposed, or indeed on similar action in relation to syria. we must accept the reality that the prospect of a united nations security council resolution is totally remote. indeed, even to put such a resolution on the table would be a wholly pointless exercise because of the attitude that would undoubtedly be taken by russia and possibly also by china. the language that has been used so far has been about destruction, but i am not sure that it is possible to destroy an ideology. i am not sure that it is possible to destroy a cult of the kind that now exercises such malign influence. one thing that we most certainly can do is to adopt a policy of containment and deterrence. to do that, we have to degrade its military capability and create circumstances in which any return to barbarism will be met by swift and effective action. i think we would do best to agree that we are not likely to embark on a successful process of destruction, but that we can have an effective doctrine of deterrence and containment. there is no parallel between today's debate and the debate on iraq in 2003, but there is a parallel with kosovo. when kosov
