let me go to senator boxer in the united states senate right now in washington.last presidential election, president obama, the democrat carried the women's vote. this is pretty stark. this looks more like california than it has been in the past. 56% of women went for the president, 43% in other words, the rest of the vote went for herman cain. what is that about? it seems almost the pattern you see in your home state where women are overwhelmingly supportive of the democratic program. >> i honestly think that women as well as men are looking at the two parties. and you know, chris, because you used to be around here a long time ago. the parties have moved so far away from each other. and i believe really the republicans have moved so far to the right that they have lost the mainstream. just need to look at ohio, at the way they overreached. a lot of those union members are women, nurses, teachers, and they were just hitting away at these people. and they don't seem to care as debbie beautifully stated about women getting treatment and care. that being a woman al

mainly because of the ability, if they agreed on anybody to have an up or down vote in the united states senate, the filibuster process has been so difficult to get by in the united states senate without any legislation with this divided government. we saw a few weeks ago that both sides were not anywhere near the same playing field. the last time they met privately, this group, was october 26th that last month. there was a private meeting with all 12 of them in the room together. the real issue was a lack of trust, and, b, they were never able to lock themselves into the room saying we have this deadline in front of us, let's come together because it would be too embarrassing not too. the $1.2 trillion in cuts was almost a good thing for them, because they knew if they didn't act nothing catastrophic would occur. that proved to be the issue. neither side wanted to jump in the deep end. there are talks that they came to a possible agreement a few sundays ago, that there was a democratic agreement that went further on entitlement cuts. after the special interests, after the leadership of the sup

i have many memorable moments from my first year in the united states senate. one of the most memorable is when i filed an amendment on the floor of the senate to pull nancy pelosi's earmarks out of the farm bill that had been slipped into the farm bill in the dead of night in conference. called an airdropped earmark. and i put this amendment on the floor of the senate and it was very awkward. because the members, leaders of my party were aghast that i would take on the secret earmark in an open amendment process on the floor of the senate. and they were even more upset when i almost passed the amendment. one of my colleagues came to me red faced on the floor and said ugly things at that moment. it was shocking to me that it was so controversial that i had done that. but it told me a lot about how this place worked. and why it is important to be independent and strong and stand up for a process that is fair based on merit and has the taxpayers' interest at the top of the list. so i think this legislation will go a long way towards changing that culture, changing

senator mccain. that's the supreme court of the united states recently. there is no bar to this nation's holding one of its own citizens as an enemy combatant. mr. graham: would the senator yield for a question? mr. levin: i would rather not at this point. now, there are a number of sections in this bill. my dear friend senator udall says these sections as though it is a whole bunch of sections which are at issue. there is really only one section which is at issue here, and that's section 1032, and that's the so-called mandatory detention section that has a waiver in it. section 1031 was written and approved by the administration. okay? section 1031, which my friend from illinois has just said is an abomination, was written and approved by the administration. now, section 1031 is the authorities section. this authorizes. it doesn't mandate anything with the waiver, the 1032 does. section 1031. and now i'm going to use the words in the administration's own so-called s.a.p. or statement of administration policy. this is what the administration says about sec
