i've actually had the pleasure of teaching a class and the summer at the university of miami. i thought all of the faculty and staff who had to pivot on the dime and provide the services to students. florida is going to open and were going to invite all of our students back in the fall. and this decision based on a survey that found that only one third in with the students would likely stay if we chose to remain remote online for the fall. students would choose either better online options for the options to closer to home or more cost-effective measures. civic do, and we are going to reopen. i think there are obviously concerns feet away. of remain virtual, enrollment concerns, student engagement concerns. and if we open, we have to be very cognizant about health and safety and liability concerns as well as the cost associated with reopening. we are there and got very thankful for the care zach. for the allegations for testing and tracing and sanitation. and that will be a recurring cost going forward. the pandemic dispels the myth that higher education can change on the job.

>> well, we're at the university of miami, and they have finally put together their plans, stephanie. in nine days, students will begin returning or in many cases, freshmen will begin showing up on campus. it's going to be very different than the traditional sort of way you go to college. first of all, orientation for freshman will be all online. then there will be some in-class instruction, but they've also made it so that there are tents on campus, so that in-class instruction will be in a much bigger area, allowing for social distancing. everybody, of course, has to wear a mask. the question that universities across the country is the same one. how do you do this at the same time provide safety? the chronicle of higher education sort of began tracking this back in may. at that time, 74% of schools said we're going to reopen. it's just going to be normal. the most recent numbers show that less than half, 49% now, are going to have in-person learning. 35% are going to do what's called the hybrid model. what they'll do here at the university. you can go to class or take it online. do

i know south floridian very well and went to the university of miami and i know miami beach very welle u! everywhere you look. one of the things i know about miami-dade county, it's evolved over the years how we deal with hurricanes. god forbid there's a major hurricane and we're in the middle of hurricane season and tral edouard is moving away. who knows what will happen next. if a hurricane struck while miami beach is fighting covid-19, what will you do? >> we're preparing for that. we're trying to figure out where we would urge people to go, where we would house them, what part of the state we would suggest they go to. it's great, josh, you brought it up. we know what to do with hurricanes. there's unity of message with hurricanes, every official to the president of the united states says the exact same thing and people do it. with hurricanes we tend to follow directions and make sacrifices. this has not been the case for this. that's the real tragedy here. we're working on that and will do well with hurricanes because we all listen when that happens. >> miami beach mayor dan gilbe
