mike ramsey at the university of san francisco, the same workshop, a very interesting argument for theor question doctrine rather than the nondelegation doctrine. is point, he's extending the target. he observed in scalia's jurisprudence, a case called whitman around 2000, a nondelegation case recognizing a nondelegation doctrine but not enforcing it. mike ramsey says not in that case but scalia said the nondelegation doctrine is so hard to delineate what the boundaries are that it should be under enforced as a matter of judicial restraint. don't know if this is scalia or mike ramsey but if you are going to under enforced the nondelegation doctrine you can balance out the under enforcement with the enforcement of the major question doctrine. that's a nice explanation for what is going on. the magic of it is you get the same results. you can't get the major policy through without a clear delegation. i think that is a good complementary balance. that's what the doctor of constitutional avoidance is supposed to do, make sure that principals are being enforced while shying away from their

toscano and i'm here to talk about the parking restrictions in nearby high sfsu san francisco state university. so i, as a student ofsan francisco state university, i live in the parkmerced apartments right across the street, and i have $5,000 worth of parking citations because i was unsuccessfully able to receive a permit from the city so i could park in front of my own home. they required a utility bill, which is split between my roommates, so it's not in my name. i offered a proof of address from the post office i was offering other various forms of proof of address, but it was denied my by a i think, $5,000 just for parking in front of my own home as a student is just ridiculous. it's outrageous. the parking restrictions in san francisco just to go to school, to go to the doctor, to go grocery shopping, to do normal daily life things, you have to pay pay so much just to park and just to live here in the city. and i was on my way to the hospital all last week and i was pulled over in tenderloin between hyde and larkin, the highest homeless and population in crime in the entire city by chp. and they towed my car r
