of discrimination and the usda and congress has had to allocate money for settlements. so, this time around that needs to be behind -- not necessarily behind but congress is in allocating money for any settlements in this farm bill. then to your point about where the government spends its money, i think that juxtaposition was not lost on people watching the process on how the farm bill would've made it easier for farms to receive subsidies at the same time they were trying to cut benefits for food stamps recipients. a family of three on food stamps means they earned about $27,000 per year. so, they are participating in subsidy programs, a lot of them are large farms, so there is a debate to be had about what is the right amount, each farmer, what is the proper place for this tax money. so, i think this will be an ongoing conversation in the future . >> next week, both the house and senate will release their legislation public way, that was supposed to happen early this week but it was delayed because of the passing of george hw bush and the ceremonies to honor him. so,

i think usda said about 43% of households on s.n.a.p. are receiving an income, meaning they are working. it just means they're not earning enough to disqualify them for food stamps. of course, there is this controversial waiver process and house republicans agriculture secretary sonny perdue have talked about this a lot. states can waive the work requirements for the population known as able-bodied adults without dependents. and that's a terrible acronym, kind of what we call it in washington. but basically, states can exempt this time limit that they're on, basically, they can only receive s.n.a.p. benefits for three months during a three-year period unless they're working or they accept a job that comes their way or does an education training program. states can waive that if unemployment is high in a region or a state. i think only seven states have waivers state-wide, and something like 36 have partial waivers in certain regions of the state. basically, this is because the unemployment rate was actually very high in the great recessi

so when wiley comes to the usda in 1883, the usda is in fact the only government agency that has any responsibility for food safety in the entire country. and they've never looked at it. they have as it probably should come up to that point but, wiley had been the first professor of chemistry at purdue when purdue had only six faculty. including the president. and he has started the chemistry department there and he had gotten very interested in fake food. so when it comes to the federal level, he basically says to his boss, okay, i'm going to do all of this other business friendly science but i want to look at the quality of food in the united states. so it started in the mid-1880s. his tiny department of about six chemists starts a series of investigations of the american food supply. and as they do this, he starts to realize at least, just how crazy that food is, manufactured food is palma -- food is, right? i can say i am one of the few people standing in the united states has read all of them but -- some of them are 500 pages long. so i'm not entirely recommending them. or maybe

the ap, usda moved to tighten restrictions on food stamps. what is it that the agricultural department is doing and do you support it? >> guest: i supported it 100%. %. and, in fact, the implementation of the tightening of the work requirements in food stamps was in the house republican version of the farm bill. we couldn't get the senate to work with us on that will -- which by the way is 80% of the farm bill and the farm bill is over $800 billion. that's the rising cost, 80% of of that is food stamps. we spent .25% on farmers, safety net and support for rural america. but the bulk of the farm bill is on the food stamp program. here's our fundamental belief and this is why this administration is implementing this and they are basically closing the gap on what we couldn't do from a lawmaking perspective during the farm bill debate, and that is they are just trying to incentivize people to work who are work capable adults. this doesn't apply to pregnant women, the disabled, the elderly. this is about if you're able to work and you are receivin

two weeks ago the usda announced that farming is projected to drop 12% this year. when you add it all up, all the uncertainty, add the policy up, add the up, farm something going to be down 12% this year. all of this acts as a weight upon our farmers and ranchers, making it harder for them to pass on the legacy of their work to the next generation. earlier in year, our agricultural commissioner in colorado, don brown, who is himself one of the most successful farmers in our state, said, you're only 22 once. by that, he meant there's an entire generation out there deciding whether or not to pursue a career on the family farm or ranch. and they're certainly looking at all of this uncertainty. a lot of them are deciding that it's not worth it. that's why the average age of farmers is what it is in the united states. we owe it to our farmers and ranchers to provide consistcy where we can and to help preserve the legacy of american agriculture for years to come. by passing the 2018 farm bill, that's exactly what we've done. this bill means more certainty for america's p

usda recently announced that net farm income for this year is dropping by 12%. the levels we have not seen since 2002. there's hope, though. by passing the farm bill conference report we can give producers and their lenders certainty. they will know what farm policy will be in place for the next five years. we also made modest adjustments to the marketing assistance loan program, to help with cash flow after harvest and to providing marketing for u.s. commodities. there are also important enhancements to dairy policy included in the conference report. building upon investments made to the dairy safety net as part of the bipartisan budget act of 2018. we're offering new coverage levels for the first five million pounds of production, which drastically reduces premiums on certain levels for larger producers. these are just some of the many updates in the 2018 farm bill that will set our american farmers on a better path for the next five years. the 2018 farm bill strengthens the farm safety net, protects crop insurance, maintains and preserves conservation funding
