there they require fees to be paid every since months on vai cants or abandoned property. here we're on a one-year cycle. and here the vacancies are higher if it's not reported by the property owner. if it comes in from a complaints from neighbours as we see happens here frequently with d.b.i., then the fee is higher for the building owner. and if they're cited for repeat building code violations, the fee is also higher in chicago. washington, d.c. has a similar approach where there is higher fees charged for propertis that are vacant or blighted. they tack a surtax on to the property tax which is not something that the san francisco can touch because of state law limitations. it is just pointing out that some cities are using an approach of disincentives for leaving properties vai cants or who are abandoned. and dallas, the city of dallas and state of michigan have both adopted acquisition programmes or land bank where is they acquire and hold properties through the foreclosure process and if they have been vacants or abandoned and take posession of them and turn them ove

. >> and i'm vai sikahema. just about 5:00 a.m. and it is cold out there, let's get to meteorologist bill henley. the most accurate nbc10 "first alert" weather forecast. bill? >> especially this time yesterday, this time yesterday, we still had neighborhoods close to 60 degrees. not this morning. back to february. 20s right now for new jersey, the lehigh valley, suburbs and philadelphia. and delaware is at 28 degrees right now. we will see a lot of sunshine. and the winds will back off during the day. that's a 13-mile-per-hour wind that's blowing right now in wilmington. 9 miles an hour at 10:00. sunshine, will be climbing to the freezing point at 10:00 but it will go higher this afternoon as winds die down and bright sunshine takes us through the day. looks like low 40s for just about everybody. with the exception, the jersey shore into the 30s for today. i'll break it down hour by hour and show you how quickly the temperatures will climb in the area when i'm back in ten minutes. plus a peek of the valentine's day forecast. first,

good morning to you vai and tracy. they brought with them their incredible and very frightening stories of survival. but sunday was all about activism, aligning themselves with lawmakers who feel just as passionate as they do to change the country's gun laws here. the students were with senator bob menendez yesterday. some of had students talked about what it was like to be there, seeing their classmates wounded and dead and hearing gunshots. and now the students demanding something we done about gun violence, and the fight is something they're very serious about. >> stoneman douglas doesn't want to be known as the last school that got shot up. we want to be known as the last school ever that got shot up. >> this is nonpartisan issue, and we have to work together to solve it. >> for his part senator menendez mentioned a bill he proposed long before that shooting happened on valentine's day. it calls for limiting high capacity magazines. he plans to get support from other lawmakers when he returns to capitol hill today.
