vallejo. it goes all the way back to 1976. the court ruled restricting independent campaign expenditures violates the first amendment right to free speech. in effect, money and speech are the same thing. this is tortured logic and ignores the reality of political campaigns. the outcome is not surprising. elections have become more about the quantity of cash and less about the quality of ideas. more about special interests and less about public service. we have a broken system based on a deeply flawed premise. that's why i introduced s.j.res. 19 last june. it now has 35 co-sponsors and i think -- i believe senator king and senator schumer are both on it. it's similar to bipartisan resolutions in previous congresses. actually, it started with senator stevens, i believe, back in 1983. so it has true bipartisan roots and is consistent with the amendment that justice stevens has proposed. it would restore the authority of congress, stripped by the court to regulate the raising and spending of money for federal political campaigns.

a police chase ended in a shootout in vallejo this afternoon. it happened around 3p.m. near a taco bell restaurant on solano avenue. police have not said what lead to up to the incident. but they were apparently chasing the suspect before the shooting occurred. witnesses say, they saw the s-u- v drive into this parking lot. where it flipped over once. and was then surrounded by police cars. one witness says that's when he heard multiple gunshots. police are not saying why they shot at the suspect. or if the suspect is still alive. outrage is building after san francisco police are caught on camera. restraining a man in handcuffs. this happened at a-t&t park. during the giants opening day at home. least one witness says, the man who was in handcuffs did not attempt to escape. officers say, they responded to complaints from people at the giants game saying, the man and his friend were drunk and aggressive. of course the books worse than it is. officers don't want to use force however an officer will do whatever he has to do for the safety of the officer and the suspect.bu
