he came to vermont around the same time as the "come back to the land" youth movement of vermont which joined communes and started initiatives in the mid-60's. settled in burlington even chilly and became active -- inntually and became active local politics. statewide offices a number of times in the 1970's before ultimately winning the office of mayor of burlington in 1981, winning by a very slim majority. i think it was 10 votes he beat the incumbent democratic mayor. it launched bernie into this wild journey he has had a percents. -- had ever since. he served as mayor of burlington for eight years. we have is mayoral papers open to the public. one of the things you will see he wasout the papers -- researching sanders and his political positions over time. many of the same issues were important to him in 1980 and the 1970's as they are now. many of the issues that have intention toth his run not as a member of any party, but to run as an independent, has been there all along as well. 1988, aa letter from supporter in manchester, vermont, who supported him when he ran for governor in

the junior senator from vermont raised a procedural challenge to strike out a provision that protects colleges that provide students with a tuition-free education. and they chose to do it, they chose to do it after the same provision had already passed the senate before we went to conference. they didn't have to raise the challenge when required. they chose to. and in the process, they knowingly hurt schools that provide tuition-free education to students who can't otherwise afford to go to college. let me give an example. a college in my home state of kentucky, dedicated to educating students from the appalachian region who have limited economic resources -- in other words, poor kids from appalachia, their student's average household income is less than $30,000 a year. these are kids from families making less than $30,000 a year from appalachia. their families don't have the means to pay for their education. so here p's what they do at berea. every single student receives a scholarship which covers the cost of their tuition. every student. but what the kids do is they work at the sch

slaughter: i'm pleased to yield two minutes to the gentleman from vermont, mr. welch. the speaker pro tempore: the gentleman from vermont is recognized for two minutes. mr. welch: i thank the gentlelady. we do need tax reform. we need tax reform that we all described in the beginning as something that would help the middle class, it would simplify taxes, and would be revenue neutral. this bill, sometimes described by its authors as doing those things, accomplishes none of those things. first of all, the middle class. wages have been stagnant. the jobs people are getting -- aren't paying the bills and we know the biggest challenges we face is increasing investment, increasing wages and increasing security. there is some benefits in this bill for the middle class. but let's get real. those benefits are tiny and they're temporary. vermont family, if you're lucky, we get hit with the salt deduction loss, you might make a couple hundred bucks. but at what price? once these benefits expire, 83% of the benefits of the individual tax rate go to the top 1%. at what price? $2 tr

[cheers and applause] good vermont contingent here. there is a whole lot specific to vermont, and it was a real leader on this back in the 2000s, but that is an amazing statistic. burlington is 100% renewable today, big city there. states can change policy that will change our national direction. but anyone who's worked at the state level knows how hard it can be, especially to focus on long-term goals with a long-term impact. each day, i assume it's true in your state just as it is in new york, gets filled with goals and meetings, urgent challenges and an agenda that is not of your own making. let's be honest, a lot of time is spent on issues that are on the table because heavily invested corporate interests drive the conversation and fill the field. they populate it and require even the most idealistic elected officials to spend their time on defense. how many of us running for office had the affirmative agenda and in office have to spend time on the defensive one? and look, it's because the future is hard. it's not that voters make
