vic lee is live with a look at that idea and what it means. vic? >> well, dan, mutual aid, as you know, is often used by police agencies during emergencies for a short period of time. now the bay area council, which is ans that helped create bart, wants the system to use mutual aid for a longer period of time. the request by the bay area council comes after three recent deaths at bart stations. the most publicized, the fatal stabbing of 18-year-old nia wilson by a transient at macarthur station. bart has now ordered its officers to work longer day, all of this while bart is faced with a serious staffing short. they want mutual aid from the communities the train systems serves. >> local cities that are served by bart, that benefit from bart service could provide local police resources to help help supplement bart's force. >> but bart easy? a written statement the collective bargaining agreements make clear that only bart police may provide security at bart. but that doesn't mean another agency can't respond to an ongoing incident if we need their as

, are vic? >> it is a somber scene and people are coming by trying to get information and first of all about the victims. first ott of all, i got off of the phone with my sources who are first responders here and work throughout jacksonville for the various government agencies, and they are telling me 15 total victims and at first it was 11 and now 15 total victims and four confirmed dead. we, personally, we have seen some victims and these people were okay and alive, but we saw one person, and my photographer jerry saw him with the multiple gunshot wounds in the leg, and triaged at the scene and taken to the hospital. there are several hospitals within the vicinity. one three miles north which is the level one trauma center uf health, and that is the worst of the patients brought there. and another hospital across the river behind us at baptist medical center and several others in the vicinity. this is an area in downtown jacksonville that a lot of people work monday through friday. unless ther

abc7 news reporter vic lee has more on what we are learning about a person of interest in this case. >> reporter: lance silva, person of interest in the case of missing brian egg, alameda county prosecutors say he violated his probation on a grand theft conviction seven years ago. this, after san francisco police arrested him two weeks ago for financial crimes, i.d. theft, and homicide. these charges related to the disappearance of the 65-year-old man who lived in this south of market home. police found a body without a head or hands in a fish tank. but san francisco prosecutors declined to file formal charges, saying the investigation continues. abc7 news obtained this court document, which gives an insight into silva's case. egg's neighbors say he disappeared sometime in june and that they would see strangers coming and going from his house. silva and another man were arrested in mid august after police responded to neighbors' calls that a crime scene cleaning crew was in front of the home. after the search of silva's belongings, police found egg's credit card and cash they believe
