investigative reporter vicki nguyen found concerns at this agency. >> the department of social services knows about critical failures at the agency. all laid out in a comprehensive audit. the key finding 41% of calls to abuse hotline are not answered. that's 7,000 callers who want to report that somewhere in the county a child is being hurt. the audit also found callers waited 20 minutes to more than an hour on hold. now, two years after the audit was released, a mother tells us the system failed her daughter. she says her 4-year-old daughter suffered buse and torture that almost killed her. we reviewed a series of police reports and internal records that reviewed the girl's preschoolteacher all reported the abuse to social workers. they describe bruises, bite marks and burns on the girl, but no one did a thing unit was almost too late. now the county faces two civil lawsuits. no one from the department will comment. a grand jury report found the response rate has improved but the latest figure shows 11% of calls are still unanswered. we talked with dave cortez who said he will hold the
