i'm vicky nguyen. let's get a check of the weather with mr. anthony slaughter who's standing by. it's raining and we love it. >> it's raining. did you hear it overnight? >> absolutely. >> pretty heavy this morning. the showers and thunderstorms that rolled through, they produced at least a quarter inch in some of our valleys especially across the south bay and the tri-valley. look at what's happening right now. you can see the doppler radar is showing the heaviest of rain that's pushed over towards modesto, but we have another band moving through alameda, oakland and fremont and san jose in the next hour or so. the heavy rain with us until at least about noon. it is going to get very windy. in fact, temperatures today going down from where they're at now because a cold front's going to move through this afternoon. we're talking wind gusts up to 50 miles per hour possible even at the coastline today. we'll talk more about the wind, how much rain we got and there is snow falling across the sierra. we'll show you the sky cams for that and winter storm warnings posted. lots to talk a

i'm vicky nguyen alongside anthony slaughter standing by with a look at those changes.g some rain, which is really exciting news. >> it is exciting. showers starting to develop off the coastline. north bay starting to see a little light rain. you couldn't see from that shot in san bruno, but if you point the camera up to the sky, look at all of these cameras. we're looking at clouds approaching. in fact the golden gate bridge shot, you see it's completely cloudy at least for most of the bay area. south bay seeing sunshine now but the rain moves in for the middle part of the day. showers move southward through the day. north bay, you're seeing showers now. eventually san francisco you'll see them in the east bay and south bay right around lunchtime. there is a game today at levi's stadium. umbrellas, a good idea because i do think they'll be dealing with showers at least until 3:00 or 4:00. >> and gametime at 1:05. people will be right in the thick of it. anthony, thank you. >>> four people are lucky to be alive this morning after a small plane crashes in the south bay.

i'm vicky nguyen alongside anthony slaughter. you say this storm is packing a one, two punch. >> today we'll get the appetizer. it's not going to be the main course. tomorrow the main course pulls through right in time for your morning commute. you may remember last monday, we had heavy rain in the heart of the morning commute. expect that for tomorrow as well. we've got light showers developing as you can see from the radar. a lot of this stuff is still across the north bay. for the rest of us, we're looking at clouds increasing and later on today we'll see a good mix of sun and clouds. scattered showers are possible through the afternoon. and then after about 5:00, we start to clear out. the atmosphere gets recharged and then tomorrow morning, heavier rain pushes in. and some sierra snow will push through the sierra as well. they're expecting up to a foot above the higher elevations. we keep the rain in place especially for the first half of the day. but the afternoon spreads into the south and east bay. again, after about 5:00

investigative reporter vicki nguyen found concerns at this agency. >> the department of social services knows about critical failures at the agency. all laid out in a comprehensive audit. the key finding 41% of calls to abuse hotline are not answered. that's 7,000 callers who want to report that somewhere in the county a child is being hurt. the audit also found callers waited 20 minutes to more than an hour on hold. now, two years after the audit was released, a mother tells us the system failed her daughter. she says her 4-year-old daughter suffered buse and torture that almost killed her. we reviewed a series of police reports and internal records that reviewed the girl's preschoolteacher all reported the abuse to social workers. they describe bruises, bite marks and burns on the girl, but no one did a thing unit was almost too late. now the county faces two civil lawsuits. no one from the department will comment. a grand jury report found the response rate has improved but the latest figure shows 11% of calls are still unanswered. we talked with dave cortez who said he will hold the

=jess/2shot= investigative reporter vicky nguyen is here now with details >>> he doesn't play by the rules. it all started when a college chancellor showed up with unauthorized charges. >> this is ron galatano, chancellor of the san mateo college district. we received a tip after he was spotted driving this car and storing it in an abandon building on campus. when we started asking questions about the car, it led us to questionable expenses on the chancellor's credit card. she's a beauty, a replica of a 1950s porsche spider. these photos show the car parked in a building on the building of san mateo campus. it appears the temporary dmv registration was taped to the windshield. a closer look shows the car was sold to the san mateo community college district. >> the chancellor, he was the one driving the car. >> this person asked to be disguised out of fear of retaliation. he says the chancellor regularly drove the car, but no one knowsit was stored here. >> you have this porsche just sitting by itself in an abandon building. it's just -- something is up. the i mean, maybe this is just

investigative reporter vicky nguyen shows us. >> that's right. that's after even some doctors were recommending surgeries or procedures too often. the investigative unit wanted to find out what would happen if we took one patient to three different opt mall gists for a diagnosis. shakespeare said, the eyes are the window to your soul. and sometimes keeping them healthy can be expensive. when the feds released medicare reimbursement data, opt moll gists top the list of physician specialist. the most recent data shows in 2013 about $6 billion went to aphthal molg ahead of doctors treating cancer. after we received tips alleging some bay area eye doctors were recommended what might be unnecessary treatments, some of them paid for with your tax dollars, we conducted an informal experiment. that's where tina comes in. she teaches and for years worked at a community health clinic where many patients relied on medicare to pay for their treatments. >> i think the system is there for people who need it. >> reporter: tina, who's 70, agreed to undergo eye e
