we're joined by vincent hill. i imagine that's another challenge for police as they're trying to piece together these eyewitnesses, sometimes what they're hearing. it may sound to them that the shots running out to the east when the shooting came from the west? >> yes, absolutely. you may be dealing with ricochet or delayed echo, that's always going to be a challenge to say yes, it came from the east. it came from the west. unless you saw where the shooter was standing, it's hard to determine where they were. >> again, the police are confirming 12 fatalities. take us through what happens in a local police department in terms of the information they released to the media, that they released publicly. what is involved in making that decision to go ahead and confirm something like that? >> well, i think right now i'm sure they have thei what they're going to release to the media. the more information you put out tout, the more suspects will change their tactics. >> vincent hill, former police officer, we're now two h

i want to bring in vincent hill who is a former police officer from nashville, tennessee. he's in atlanta tonight. vincent, you've been watching these events this afternoon. give me your reactions. >> john, it's troubling that these guys actually had a plan. i mean, you have three shooters, which is very unheard of. we have had over 160 mass shootings since 2000 and only two of those have had more than two shooters. they had a plan, they were armed to the t, and ready. >> i'm going to interrupt you. we have a press conference coming in right now from the hospital. let's listen in. >> the families of the victims have been notified and directed where to go. >> i can't determine where any of the patients came from, whether or not they were law enforcement or not. >> are some of your patients well enough yet to tell what they know to law enforcement? >> well, two of the victims are -- i'm sorry, let me refer to my notes on the conditions. two critical but stable. two in fair. one is still being assessed. >> have any of them been able to speak to law enforcement and share infor

. >> so vincent hill who is a former nashville police officer, you don't -- from what they've said about terrorism you don't suggest that -- i mean, they could have been any kind of terrorism, foreign terrorism, domestic terrorism. you don't take, either way, from that comment, right? >> yeah, absolutely. again terrorism is terrorism. but to bill's point i mean they had an agenda. they went in dressed. exactly like this. this wasn't just to go get one person. this wasn't to get two people. so i don't think this was really a dispute between co-workers you know that came back to terrorize someone. this was planned out, they had an agenda just like bill said. >> and so we shouldn't draw anything from that comment by the fbi agent? >> at this point john, it's too early to determine, yes, this was terrorism or no, it wasn't terrorism. i still think there's a lot of questions, more than answers at this point. so to say it's terrorism, would be jumping the gun at this point. i mean you look back to colorado and i believe someone had made the statement that this could be an islamic terrorism imm

joining us from atlanta is vincent hill, a former nashville police officer and law enforce. analyst. thank you for joining us. first of all, what was your reaction to seeing the video? >> well, honestly, when you look at the totality of the evidence, police had six 911 calls of a man armed with a gun. police, their number one job protect and serve of the not only the gust. but themselves. he was told to drop the weapon, place were justified shooting him. >> you say they were justified. both officers firing 30 shots. authorities say the fers were justified, but the family of niklas robinson feels it was excessive, a member saying they shot him as he crawled and they continued to shoot him. does the family have a case? >> i don't believe so. just because someone is shot doesn't mean the threat is gone. police are trained to eliminate the threat. eliminating the threat doesn't mean it's down, it's stopped. when you deal with an armed suspect with a loaded gun that could turn to the officers and fire, they were justified in what they did. i don't think the family had a fight. >>

. >> let's go to vincent hill, a private investigator and officer in nashville. thank you for being with us. authorities saying this was intention am. will they look to see if someone was in the crowd that she may have wanted to now down. >> we could go that route, or any time someone is under the influence of drugs or alcohol, whatever it is, you are responsible for the actions in the vehicle. it would be unintentional if she had a medical continue or fell asleep and was not aware of what was going on, it's clear she was aware, she left the kerb, went back to the curb. any time drugs or alcohol are involved, they are held intentional. >> so what separates this act from an account an of terrorism. >> well, i think we would have known quickly that this was not terrorism, she would come out screaming, whether she was radicalized. islamic terrorist or whatever. what you have to look at and where she came from, i believe she came from oregon. i don't believe this is an act of terrorist. it's drugs and alcohol. i can remember a time i was in nashville, we got into a p

earlier we spoke with vincent hill. he said he believed shootings were justified. >> they don't know if the gun was loaded. guns kill. they kill. they maim, they hurt. for an officer to say it was not loaded. they had a 911 call of the man with the gun. police are trained to eliminate threats. eliminating the threat doesn't mean it's down. it has stopped. when we deal with an armed suspect firing at people. that could turn to the officers, they were justified in what they did. they don't want the next anton chichkan. transparency is key when you deal with cases like this. police are asking witnesses to come forward with additional footage or testimony to complete the investigation. tonight libya could be on the road to piece. since the arab spring, the country has been split in two with dozens of warring factions. thousands of fighters are taking advantage of the chaos. secretary of state john kerry is chairing a meeting in rome calling for a ceasefire and backing a government. as zeina khodr reports, they have 72 hours
