this ruling came out of virginia and was dealing with virginia citizens. the effect could be felt much further outside of those borders. this is just the beginning. 20 other states are taking part in a similar lawsuit down in florida, and now shannon bream is at the federal courthouse in richmond, virginia where there is breaking news. shannon, the thing about this ruling that you can argue makes it bigger than some of the other rulings is on the merits. the judge didn't give it a green light to go forward, the lawsuit. this judge says, virginia, you win the lawsuit the feds lose the lawsuit. this law, at least a significant portion of it is unconstitutional. >> reporter: exactly, megyn. this is on the merits and it's all about that individual mandate. the judge here, henry hudson went through here. he reasoned that congress when it drafted and passed that mid mandate was trying to exercise its powers under the commerce laws, he says they went way too far. to allow it would be to allow unbridled check of congressional power. he equated it to mean an exerci

the roads in virginia have been a mess. we're looking at i-95 right now. virginia state police say there were nearly 2,000 accidents sterday mostly because of slick road contions. most accidents were minor. thankfully troopers also helped 650 stabled vehicles. two troopers were actually injured when they were hit by out-of-control vehicles. both are expected to be okay. in all, virginia state police responded to 4,700 calls for help as a result of the snowstorm. >>> news 4 tracee wilkins is keping an eye on the roads.
