walker goes, up walkers numbers decrease a little bit.warnock, remember, overall finished a point ahead of walker statewide. so any county that looks like this for the warnock campaign standpoint is an encouraging sign. he has increased his share of the votes relative to november, while walker has seen his share fall relative to november. also, we got all voted now in richmond county, again court democratic county, this is where augusta is. we see warnock, almost two point, 1.8 from where he finished in november. the walker numbers down about half a point. so these three counties here kind of spanning across amid georgia here all encouraging news for the warnock campaign to see those numbers. now, take a look up here: we keep talking about the sort of outer atlanta summer excerpts. take a look at all the vote now in barrow county. again, this is one of those bigger, not the biggest, but one of the bigger republican counties you are going to see in georgia. and here, walker does seem improvements in terms of 68.8, it's what walker got in n

among walker voters, 87% of walker voters were white. only 5% of walker voters were black. that white vote turnout since it's part of his -- a huge part of his coalition. the best category here for walker, 45 to 64-year-olds made up 44% of walker voters. nearly 30% were 65 and older. he's looking for a whiter, older electorate to show up today on election day. and then of course we asked the importance of party control in the senate to your vote. among warnock voters back in november, 74% of warnock voters said it's very important. it was true for both candidates. but look at this. walker voters, even more of them thought that party control was very important to their vote. 82% of walker voters said which party controls the senate was very important to their vote. and that of course is an argument taken away in this runoff. they don't have that because we know democrats will control the senate. jake? >> that's okay. thank you so much. fascinating numbers, david. i want to turn to some new reporting, manu, that you have about candidate quality among republicans. >> real conc

walker over performing. this is where walker is over performing in the general election. but it's true, i was looking at this earlier. he is running by percentages. it is a tiny, modest amount. >> he's doing better in more places then he was a month ago then walker's was doing a month ago. >> right, by a very tiny amount of these really are, is that a tiny amount. exactly, that's exactly the right expression. because he's doing it here where it matters, in the major population centers. in the smaller urban areas, columbus, augusta, savannah, where the democrats, this is where he's from, this part of the state here are, he's doing better where the democrats live. and he's also doing a little better in places that tend to vote red. and that has been, again, stacey abrams, a strong democratic candidate, did horribly in rural georgia. raphael warnock does not do great. but he does better. and just as we talked about, under reform for the republicans in the suburb, senator warnock performs. and maybe it's just herschel walker, we'll see how this one ends up. but he tends to ov

the question being is herschel walker running as herschel walker a month ago or is he running closer to brian kemp a month ago? let's just use gwinnett. this is where we are right now. if you look out here, just pull out to show you the lead has now shrunk to 3900 votes. i just want to point that out. welcome to the seesaw. >> .2%. >> that means more votes are coming in. and again, just to pam's point and to your question, more election day votes are being counted everywhere. and as that happens the republicans do better in the election day vote. and in these red counties they do much better. the question is are there enough of them? gwinnett as an example. herschel walker's getting 33% or 34% if you want to round that up right now. a month ago he had 39%. which tells you we're still waiting to count election day votes. to your point republicans do better in the election day vote. but if he he gets 39% again tonight that may not enough because if you look at the governor's race brian kemp gets 44%. so he loses the county but he's much more competitive. and you see that all around met

herschel walker outperforming what he did., wait a minute, he outperformed his results from one month ago in a lot of places. he did. remember, two things. number one, there was a libertarian candidate. those votes went away and got absorbed in other places. the places where walker overperformed in rural areas with small populations where he underp underperforms, look at this. the population areas around atlanta, columbus, augusta and savannah. huge numbers of votes there. all we have to do is push into some of these counties. don, you know this from living there, fulton county, the most populus county. raphael warnock overnight with a margin of 53,000. d plus 53 there. you're dealing with hundreds of thousands of votes. 53/49. when you are talking about hundreds of thousands of votes, it adds up. >> you have the magic here, but how does this compare to other runoffs? there was a huge effort to get out the vote in georgia. >> you want to know how this compares to the runoff? look at all of these counties right now that were wo

the question now is, who voted for kemp but left walker blank or didn't vote for walker but voted forter issue, who is just sort of like i don't want to do this? because i think republicans are very much maybe not on camera but behind the scenes on a lessons learned, how we got ourselves into this mess mode so it will be interesting to see who is turned off from voting this time around. >> that is what it comes down to, david. how many people -- it comes down to a lot of things but how many people could walker get who went and voted for kemp on election day and did not vote for walker. i don't know what they did. they just could not do it. >> we were talking about on the break trump won georgia by 211,000 votes in 2016. he won 200,000 votes and now we're in a situation where we're trying to wipinn by 10,000 vote. where did they go? they voted for kemp. they voted for trump in '16 and what happened to them? did we do as a party to push them away? we have an idea but a lot of tweeting. but how do we get them back? how do we get those folks back in this election in '24 and moving forward

or is it against walker? >> it is hard for me to have to do this to call balls and strikes on my own team but i think an important part of the process. it is not fun to go home at night and talk to your wife about how many folks discussed this on social media and trashed us and our family but this is a necessary step in healing. for me to answer the question this is a proxy on joe biden, donald trump. at the end of the day you got to be competent on the subject matter. this is the senator, 100 people that represent the u.s. senate. you have to be competent on the issues and whether you are a person who struggles with the fact that herschel walker may be from texas, if you struggle with the fact there are all these personal allegations and all he has done is call these women liars and not address or distinguish the rumors, if you are worried about any policy positions there is a lot there. i am run of those republicans that think conservative policies matter. brian kemp got re-elected in georgia because he ran

walker conceded almost immediately.ld never stop dreaming or believing in america and its elected officials. let's get an analysis for someone who is on the ground in georgia. she is the washington correspondent to the atlanta georgia constitution. she joins me from atlanta. tina, you have covered the ins and outs of this race for a very long time now. we knew this was going to be very at the center of the battle up for the senate, honestly for the 51st seat. and not the 50th in some ways. pretty remarkable here. i will say, because all of the sources that i talked to. none of them were surprised that warnock was able to pull this out. i'm interested to know what you are hearing from your sources. and what they are telling you tonight about what this all means. >> yes, we knew that warnock's name came into election day very confident. they built up a big lead here in early voting. and then, once it, the poll was closed. and results started trickling in. it became very clear that there just weren't enough votes out there

look at the number for herschel walker. only 34% in the exit poll in november said walker shows good judgment. 63% said no. break it down by party. who said that warnock -- that walker does not show good judgment? almost all democrats, no surprise there. look at that. nearly 30% of republicans said. >> wow. >> that walker doesn't show good judgment. nearly three out of four independent voters said that he doesn't show good judgment. so he -- there is -- brian kemp showed you in november there's a universe of voters out there willing to vote republican statewide. kemp got 53.5% of the vote. those voters kemp got walker couldn't get, do they turn out tomorrow? do they stay home tomorrow? if they turn out, do they hold their nose and vote for walker or vote for warnock. >> two things when you are talking about the split-ticket vote, do you think it will shift anything now that kemp has come out for walker as he did not in the run up to the midterms, a? b, what will you be watching for tomorrow night? what is the timing going t

it was herschel walker's own son who alleged that walker threatened to kill the family. this is the latest in a tough campaign that has been plagued by these serious allegations against the republican. >> and, tia, that raises a lot of questions for herschel walker, questions that he's not been answering. you were there for walker's only campaign event this weekend. talk about what you see as the reason for his strategy and can it work? >> so, you know, it appears that part of his strategy is to stay out of the spotlight somewhat to avoid some of those tough questions, to avoid the potential -- but at the same time he is going to be campaigning pretty heavily today, he's sticking with his base. he's sticking in reliable parts of georgia today. he's talking to a friendly crowd. some of these people that as we've heard this morning, you know, people who say they don't care. they don't -- they either don't believe the allegations or they believe that they've been exaggerated by the media and herschel walker's opponent and they say no matter what, they are in for herschel wa

walker, totally different. an almost 2-1 margin voters in november said walker does not show good judgment and you break that down by party, voters who said walker does not show good judgment, it's almost all democrats, but it's nearly 30% of republicans and almost three our four independent voters. so that was what created the lag between walker and kemp and walker and the other republicans running statewide in georgia. are those republican voters, the voters who re-elected kemp easily, are they showing up tomorrow? are they staying home? if they show up, are they going to cast a ballot maybe reluctantly? for walker that they aren't willing to cast in november? some of the places we're going to be looking at here are sort of in the outer, atlanta metro area here. core republican areas. big republican vote producing counties where walker, look, walker did well in forsythe county. 2-1 victory over warnock, but compare that to kemp. kemp won it by 46 points. cherokee county next door. kemp won it by 50. walker wo

raphael warnock, herschel walker here. three counties, jefferson county, sumter county and clay county. and i have that orphan line right there. why these three counties? because of all 159 counties in georgia, these were the only three that voted for the democratic senate candidate, raphael warnock, and the republican gubernatorial candidate, brian kemp. let me show you that effect one more time. red for brian kemp, blue for raphael warnock. red kemp, blue warnock. why does not matter? in the election, one month ago, herschel walker got about 1.9 million votes. but on this very same ballot, the very same ballot with the senate race was the gubernatorial race. brian kemp, the republican gubernatorial candidate, he got 2.1 million votes. so 200,000 more votes than republican herschel walker. herschel walker needs some of that 200,000 vote total right there. i'll write down that number. 200,000 votes he needs -- brian kemp won more of those than herschel walker. you can see herschel walker only trailed raphael warnock by som

warnock did finish a point ahead of herschel walker. warnock was about a little more than 20,000 more votes, if he picked up a little bit more than 20,000 more, we wouldn't be in the runoff. he would have cleared 50%. from that, what warnock comes into today with a bit of an advantage and democrats have felt very good about what they have seen in terms of the early vote, in terms of demographics of early vote. if there was one area where democrats lagged behind expectations in november, it was turnout of black voters. you have seen in some of the data for early vote, democrats may be improving the share of turnout among african american voters. that could help their chances as well. i think what's most striking about november and what creates the biggest question mark for tonight is, this herschel walker result, finishing a point behind warnock in november, that was the exception to the rule in georgia when it came to how republicans fared in statewide races. brian kemp in november had no problem winning statewide. he won by eight point

do you think walker realizes that or took time for walker's team to realize that?well, again, when you have the campaign manager feeling the need to speak out in public about what was happening in terms of the fundraising email, it does suggest that the party, their campaign as a whole, including walker, did not know the expense of what was happening. in terms of the overall theme i wrote about in which he was being used as a prop so republicans could use a voice and they wanted to use a black person to get that voice in there, i think he is aware they've been utilizing him that way. but i don't know if he's processing the larger ramifications of being used like that beyond his personal gain. >> you also said raphael warnock is a perfect litmus test for georgia. >> yes, yes he is, particularly with evangelical christians. this is a pastor of a church, dr. king's church. this is one who represents a very, very tense and obviously racial part of georgia. so, when you look at what pastor warnock represents, it isn't just about being an elected official. it's also abou

if you're with walkerer's campaign, one jumped out among independents, walker among among independents, kemp won yong independents one that jumped out in the exit poll is this, the good judgment. they asked this in the senate exit poll, does raphael warnock show good judgment? overall, voters, said yes, he does. and for herschel walker, basically 2 to 1 margin saying no. very high number of independents and an even not significant number of republicans saying they question that. there was that talk, where was it that caused that disconnect where walker underperformed in the governor's race there kemp, was it the attachment to donald trump, is that part of it? or just the judgment and all of the sort of personal drama that attended the walker campaign. so that's what setting the stage for tomorrow. again, here's how it looked in the preliminary. all warnock needed to be seen, landed the 49, 49.5% of the vote. warnock came in 20,000, 25,000 more votes on election, if he would have gotten 20,000, 25,000 votes, he would have won is outright there wouldn't be a runoff. you'll hear me say th

fraser: you mentioned herschel walker -- herschel walker's campaign that he's been widely consideredven by some republicans one of the worst candidates they've ever put out in the field. you surprised to see such a small margin between the two candidates, just 1%? larry: you have to remember, that was a good republican night in georgia. even though countrywide the democrats did quite well, in georgia they lost everything statewide. herschel walker was easily the weakest of the entire statewide republican ticket. now he doesn't have the individual governor brian kemp, who is running for reelection, he was the individual generating most of the turno for republicans. he was very nearly pulling herschel walker across the finish line, but he couldn't do it, and warnock still exceeded herschel walker in terms of the overall numr of votes, so i think things look a lot better for warnock because they are the only candidates on the ballot, there is only one race left in this runoff and it is the u.s. senate seat. fraser: the crystal ball has slowly leaned from -- move from leaning republican

republican areas, walker just shy of 69%. i am going to go through three counties in a row and they favor republicans traditionally. we'll look at the percentages now what it was four weeks ago. that's cherokee tonight, 68.8. a little better for walker in cherokee county. realtime tonight to forsythe county. walker tonight at 65%. where was he four weeks ago? he was shy at 65%. the vote, however, is not all in on for forsythe. hall county, republican votes, population 159, walker shy of 73%. just about all the votes estimated tallied here in hall county. you soo e the difference for walker, it was just shy of 71% four weeks ago. in these counties, he's doing slightly better than where he was four weeks ago which is where you want to be for walker. what we can't see, however, is what warnock is doing. fulton county is only two-thirds of the votes in. warnock is going to get a ton of votes in fulton country. where weeks ago, where was he? he was down about eight points. walker is going to gain a little bit there. is that enough

it by a much bigger margin than walker can walker get those voters who were for kemp but not him in placese cherokee county? can he get them to turn out and can he get them to check his name off? has anything changed that will get them to do that? that's what walker needs if he's going to pull this out. >> so steve, what's the population in a place like cherokee county? are there enough votes to make a significant difference in the statewide election? >> sure. you're talking about in the november general election, the par gin between warnock and walker was 37,000 the votes. if just take a look at this. i'll call it up this way. if you look at this, in the senate race in cherokee county, walker carried it. that's a margin there of 46,000 votes. kemp carried it that's a margin of 60,000 votes. that's a 14,000-vote difference between kemp and walker. how much they carried it by. 14,000. and remember walker only lost statewide or finished behind warnock by 37,000. that's about 40% of the statewide gap is just the gap between how walker did in cherokee county and how kemp did in cherokee county
