i can tell you republican from arkansas is not the same as one from washington oregon or hispanic. there won't be the same as when they grew up on the border and taxes are miami. it is a very different culture and country. one of the things that excites me about the hispanic community is that 85% of hispanics already living in the us are citizens or are in the process of becoming citizens. we tend to focus on the smaller percentage of hispanics which may be undocumented are not citizens or permanent residents, but any combination of that is still significantly less than the majority which are in addition to being not monolithic because we live all over the country and have all sorts of opinions and come from all different backgrounds and have manner of perspectives, we also largely focus on other issues which are not related immigration. i think you know somebody which is an important topic, but there are a number of different issues in many states where being successful. at the state level we focus on the issues. and on that front when we recruit candidates that reflect the commun

a lot of rain is falling, not only for california, but parts of washington and/or gone as well-- oregons well. we are talking about quite a few across the region. first of all, for the winter watchers and storm warnings, we're talking about this region to the north of l.a. those will continue for the next 24 hours. i will show you the snow amounts in just a moment. we're also talking about a lot of flooding going on across the region and right now we do have a flood warning. up the coast just north of san francisco as well as a lot of winds with the storms coming into play with some very high wind warnings as well. in terms of snow for the next 24 hours, look at the area here where you see these areas of pink. we're talking over three feet of snow expected in just over a 24 to 36-hour period across that area. so driving conditions very, very dangerous in that area, but, of course, this is going into the summer time. for the rest of the u.s. there are those very warm temperatures coming into play. things are normal with new york seeing 36 degrees and those temperatures are coming down. l

we're playing offense in washington, oregon, minnesota, and these are places where the latino community is either emerging, established, orabout to emerge in a very big way. and the republican party in the state has been very engaged to try to find the best candidates and to have them represent the republican party. we've seen a really interesting trend as a result of these elections. this trend may be familiar to some of you. if you're watching the primaries, in iowa, for example, the vast majority, about 60% of the republicans electorate chose a minority candidate. so combined, ted cruz, marco rubio and ben carson received 60% of the vote in iowa. that's not really known as a diverse state though their demographics are rapidly changing as well. we're seeing a wave of new faces representing the party. we feel that this is an important project to not just help to diversify legislatures now but to also build a diverse bench of candidates for the future. for example, marco rubio started in the -- as west miami commissioner and he was the first hispanic speaker of the house. we find that building these candidates at the stat

. >> so california, oregon, washington state, those qualifying dates have not come up. are those winner take alls orre those proportional? >> california is winner take all statewide, i believe. there are not that many winner take all states. winner take all -- south carolina was kind of winner take all because they had an exemption. then florida and ohio are. there's only eight total winner take all states. >> so that's what i don't understand. if mitt romney wanted to stop donald trump, then mitt romney should have announced yesterday that he was going to run on the west coast. that he was going to run in california, he was going to run in oregon, he was going to run in washington state. if romney wins those states and kasich or somebody else wins ohio, rubio or somebody else wins florida then, yes, trump is stopped. but just giving a speech isn't enough to do it. he will have to jump in the race and win on the west coast. >> not necessarily. california vote on the last day with new jersey and i think three other states. the three-step process is keep him from getting a majority, then make the case
