i'm joined by congressman peter welch of vermont and congressman conley of virginia. congressman welch, i'll ask you first. why can't the democrats call witnesses to these hearings? i mean, obviously t-there are key people that need to be heard from, yet the republicans are hell bent for election to hold this vote for contempt in the full house coming up next week. why can't you get people in front of the committee? >> well, ed, you're asking the question we asked chairman issa, and he said he's not going to permit it. he has the authority as chair to prohibit us from doing it. it's very relevant. congressman mika says this is a gun deal by a gun controlled administration. this fast and furious started in the bush administration. this had been going on for years. this is something that was inherited during the obama administration. there's no evidence that the top of the justice department knew about it under obama. there's no evidence whatsoever that president obama knew about it. one of the questions we were asking mr. issa is, look, if you want to get to the bottom

welch. he was my boss's boss's boss.ends to lay much, maybe most of the woes of american public education at the doorstep of the unions. is he right about that? >> i don't think there is any one cause for the problems we face in public education today. there are, quite frankly, a lot of opportunities. i have gone to battle with the unions myself on a lot of issues. we recently, just as an example, saw some really historic legislation in connecticut. where the unions actually allotted this legislation and we think it is a good start as well. we recently sent a letter to the heads of the -- of both national teach rs union saying you like this legislation. we like it, too. let's move it in other states. >> what are teacher unions afraid of? >> a lot of them are afraid of change. change is hard. when you are talking about movinging away from a system based on seniority, tenure and moving toward a system based on merit and effectiveness you will have people who don't know what that will look like and are scared by the change.

joining me now is democratic congressman from vermont, peter welch, a member of the government reformmittee. thank you for being here. >> thank you. >> i'm curious, i'd like your honest assessment on how much of the fast and furious fight is purely political. if you want to look at the scale of one to ten, ten being all politics. put it in perspective. >> well, i'd say -- i don't want to give a number, but there's a legitimate aspect to the investigation that democrats are much in support of. this was a botched operation. we had an agent who died and want to find out what happened. the political part of this and this is what the questions are raised by the way the committee has acted, has to do with two things. number one, in some ways the committee tried to do too much and this is under mr. issa in that the original subpoena was demanding that the attorney general attorney over documents that would have made him violate the law had he complied. two things. specifically, the grand jury transcripts, it's illegal under the rules of federal criminal procedure to provide those and transcr

congressman peter welch is a member of the house committee on oversight and government reform.ood morning. >> good morning. >> the attorney general requested this face-to-face meeting with congressman issa to try to resolve this issue. what are you expecting from today's meeting? >> ideally they'd reach an agreement and understanding's this is essentially becoming a political spectacle and agenda. the goal of oversight, get to the bottom of what happened and hold people accountable. if this were a real investigation we would be going back to the bush administration and the bush attorney general. that's when this "fast and furious" started. attorney general holder is the one who unwound it. secondly, hold hear been very cooperative. testified eight different times before congress. third, every time mr. holder has provided ream s documents, mr. issa changed the request, changed what he wants and keeps moving the goal post. >> you say that what you need, you already have, that this is just an ongoing set of political harassments? >> well, it looks that way to me on the basis of th

. >> and joining me democratic congressman peter welch of vermont, the chief deputy whip. thank you for joining us. first let me get your reaction. the rules committee meeting right now looks like for now, this thing is moving forward. there was a meeting yesterday where the justice department planned to turn over at least 30 new documents and congressman or chairman issa did not feel that that was adequate. so we are moving forth. >> that's right. and from my perspective, this is a legitimate investigation but it's not a legitimate petition for contempt. that's really over the top right now. essentially, eric holder has been very responsive. he testified in congress eight times, turned over thousands and thousands of documents. he met with the speaker. he met with mr. issa and indicated a willingness to work with him. two things that are lacking in my view are number one, the original subpoena that was sent out was requiring eric holder to turn over things that would have been illegal for him to turn over. grand jury transcripts and transcripts of wiretap applications. bo
