throughout process of putting together this workshop we realize we have a lot of things we share in common. one is a belief with more than one person a whole community can come together and build strength and power and make changes. that's the emphasis of everything we are doing today is trying to network and share ideas and build ourselves into a more positive future. that's why we are here. i'm very glad to see you all have come to our session in the morning. i hope that through this workshop you will get the answers you have in terms of how to take that next step in terms of organizing your own neighborhoodses and learn from those who come before you to forge a way to improving the city which is something we all hold very dear. i wanted to say in terms of the to m format we are flexible. there is a general introduction as to who we are and who we serve and our experiences and the tools and strategies we identified to be successful. then we will open it up for you all to decide where you want it to go. we have question cards in the back i hope all of you grabbed. through the question car

we had a chance to walk throught how we managed this, and we will have a window and activation time. we didn't have a lot of activity. the eoc stood up. it was a good activation drill. it was a good lesson on how to put this together. the world series, we didn't have a lot of time to plan for. we anticipated it and took it forward in a number of ways. you have to know the exact expectations. we had a couple of days to put this together. we had something like 36 hours to come up with a plan for the celebration. to put it together that quickly, not a lot of time. in games one and two, the celebration went well. as i look through the data, we had some strengths and areas we are improving on. using the california assistance team, this was beneficial particularly for the celebration with the clinic, they were able to handle much of this. there were over 100 people who were treated inside the civic center, and there were a lot of people there. most of them were very minor. there were a number of people transported to the hospital. there was nothing particularly serious. we took them from t

>> i think we are where we are. and what we have is dodd/frank and the fstock and the committee that's providing oversight. and it does have a lot of tools. they need to have both the regulatory will and the political will to rein in the size of these banks. they have to do two things, which are going to be remarkably difficult. and secretary geithner, to his credit, was remarkably candid with us about the limitations about what they're going to be able to do. but first of all, they have to have a system where they can credibly resolve large financial institutions without bailing out the shareholders, the creditors, the executives. second, which is probably just as important, they have to convince the markets that that's actually going to happen. was if they don't convince the markets, if they don't have the credibility that they will not be bailing out institutions going into the future, it almost won't matter otherwise, because, again, those incentives will still be warped. that discipline will still be gone, and

we have a hot spell, we have a cold spell. it is based on a regular whether -- irregular weather patterns. >> they are going out all the time. president vietor: it is interesting to see because conservation is so much greater right now. to be able to track because of that, i understand what you're saying. the weather spikes. once we do a push to get people to conserve, he does that affect the conservation -- does that affect the conservation as well? >> we can assess it externally. there are lots of ways to capture the variables, but it is a challenge for us. >> the trend is that almost every two-week period has been lower. we have to figure out how much as conservation, how much as the economy and how much is the weather. >> as we get the automatic meter reading installed, we should be able to get a sense of that. a hot spell followed by a cold spell will wash out. >> with the new system, we will be able to know hour by hour usage. president vietor: and maybe test some programming, right? thank you. >> no surprise. i like the

we had a couple of key successes we wanted to highlight. the first is we have been working very hard collectively as a staff to reduce our overtime expenditures. and i think this slide demonstrates we've been very successful in doing that. over the last two years, alone, we've saved $430,000 in overtime expenditures. and between fiscal year 2005-2006 and the current fiscal year, we've saved over $1 million. we're also working very hard to reduce our workers comp costs. and really fantastically in the first six months of this fiscal year, the department has saved $247,000 on our workers comp claims versus the same period last year. and we're working very hard to change the culture in the department and improve safety in the department. we are maximizing transitional work so that people who are available to come back to work can do so. we have a place to put them. that both reduces our costs and it increases people's productivity. we've created a staff safety advisory committee. as well as a bimonthly safety newsletter. in terms of ideas that

we really do. along the lines of the question, the sequencing of this caught me a little bit off guard, especially in what was a down time for the local government and the transition time for local government. -- when -- had come together to blast the plan, was this already determined before december that this move had to take place? when did that actually occurred? >> the department had determined -- the sequencing is out of sync. the department, as we have determined, to relocate from one market to 200 paul back in 1998. -- did not start engaging in the consolidation and where they should start relocating into january of 2010. we understood when we engaged as an equal partner in that discussion that if they determined that the two sides had been one at the airport, we would have had to relocate it at that point. this would have had to go back to one of these sites. the decision by the department technology did not predetermined the decision made by kuwait. it was taken into consideration. this cr

a point of reference, we directly face we feel like we might be overwhelmed. these are based upon human nature being changed. there is also the expectation of human resources. san francisco state uses us as a parking lot. we will like a viable living space for the future. >> last week, we heard that the love that people had for the garden apartment. the high-rise construction in addition to earthquake -- aesthetics, breaking up of a sense of community, creating wind tunnels, if cetera they should definitely investigate recreating this environment. 32,500 students and staff combined. -- gets 16,000 shoppers a day. this is all in line in a very small area. this is insane as far as i am concerned. providing one parking space per unit is ludicrous. there is not enough parking there now. if you have families, it is inevitable that you have more than one car. what happens when residents have at visitors? not only does the project need to be scaled down but the length of construction also needs to be scaled down. 20-30 years of noise and construction is too long to e

that is certainly worthy of some discussion, and we can all talk about it, but we want to have as we move forward on the process on how we get to the mandatory retrofits. there is some bumps in the road bond. likely bumps in the road before we get to that point. i know that most of us are certain -- or certainly many of us think back requiring evaluations early on is going to be the recipe until we come up with some funding mechanism to pay for the work on private properties. >> i know that we talked about it in our caps meeting, requiring a report from property owners. we had a list of likely at risk buildings. we can send a letter out and say this is a mandatory evaluation. four, which is our database system, are we including in our fields information about structural foam rubber bridge a vulnerability and seismic viability, i guess it would be? >> that is part of the requirement, for the system to be able to actually -- design the system so we can add fields as necessary, so whatever information we need to collect on any parcel of property, whether it be seismic, whether it be env

we always get what we want when we needed. we set a schedule and everybody keeps to that schedule. we have never had any disagreements with the staff. everything is presented on time. it makes for a relatively smooth process, but this is a large district and take a long time to get anything done. we are very appreciative to be able to do that. if you have a copy of the audit report, it is a big report and i don't want to go through every number, but these are basically the financial statements. we give opinions on various aspects of the system. we express an opinion as to whether or not they are fairly presented. it is an unqualified opinion, which means we believe everything to be fairly stated. we also issue opinions on compliance with federal and state programs. those opinions that you will find in the back of the book are somewhat the subject to some of the findings that we have. it is important that we go over some of those findings and give you an understanding of what those findings mean and why they are in there. again, from a financial statement standpoint, we had no finan
