if we look at the 35, we do get to attend. we continue to reduce volume. you are looking at a situation that says the target, if you recall the level of service, was to get to 10 with this project, that would be done with something larger. each of these options was to be looked at against the level of service. we have had a couple of issues with this. looking at the regulatory compliance, what we are kind of saying is that we are in compliance now, however the do nothing option does not give us to the target and discharges options 1 and two do not let us do that. all the tunnel sides give us the flexibility as it in half the general area and gives the operator flexibility. another point is that with the redundancy of catastrophic events, we have seen the tunnels performing better. when we look at the target of getting to attend this charges and the various options we had here, we would get option #4 as being an option that would get us to the desired objective and provide redundancy and reliability. there is a price tag. when we step back from that -- reme

we are like a bank except we are nonprofit. we are 501 c 14. we are insured up to 250,000. we build credit. what we do a lot is one-on-one counseling. we are also a part of the bank of san francisco, so we do pay their lending -- payday lending. we help people build up their credit before helping them to get a bigger loan amount.

when we look at our budget, we have some positive signs from where we were in january. there is state transportation funding that came back in may, about $7 million. we recently sold one of our surplus properties and that is resulting in a reduction of debt service of about $875,000 annually. you mentioned the rainy day reserve, which we are clearly thankful for. that helped reduce the gap by about $27 million. on the other hand, we do have the midyear cut which could be coming our way. and we have a number of districts around the state that are in a negative or qualified financial position, meaning they are not able to show that they can have a positive balance for the next three years. we are doing our best to avoid that. when we look at our unrestricted general fund, which is the money that we used to cover the basics of all of our operations in the district, on slide 7, it gives you a little bit of an outline. we are starting the year with about $46.2 million in the bank. we expect revenues of about $331 million. but we are spending about $362 million. as you can se

we are all here because we love it and we want the individuality we get to express because we agree with the politics and beauty of san francisco. but it is incredibly difficult to stay here and maintain the ideas -- ideals and maintain a successful business. local businesses provide a tremendous amount of jobs. when you talk about making jobs, small business is the place to do that. hamstringing as with a gross receipts tax is not going to help the situation whatsoever. you could look at statistics on a turnover of small businesses in the last couple of years because the turnover has increase. we have seen an increase in vacancies and turnover that is indicative of things that are not healthy. in terms of how the city spends its money, we are all concerned with the same things -- safe streets, beautiful parks, quality of life, something we get here that we can't get somewhere else. but the city needs to look at its budget like the city itself is a small business. i can't just reach out to my customers -- and going to lose customers why raise my prices. if you raise our prices, you will

we have a few things we would like you to think about. we really tried to bring a strong identity for word for these corridors. it is a corridor that it looks like no one is really there. when we started the project, we thought no one was there, but we discovered there were a lot of people out there and living and working there. also for broadway, a stronger identity. we wanted to bring it forward and strengthen its identity. they were both very complex projects because we had very strong constraints -- a lot of constraints, physical constraints because of the roles were really fixed and we could not change much and also because there were a lot of needs. i think our way of dealing with the community and having a dialogue was very helpful to make everyone understand the trade-offs and find a solution. chinatown has a strong identity, as i said, but very high pedestrian volumes. in both cases, we wanted to save a space for people to use the streets in their everyday lives. i think in both cases, we tried to do that in our designs. lastly,

we do, we do that work. we have to cut 22% of the budget. when 90% goes to the people, it is a disgrace to have pink slips go to the teachers who have stood up for social justice and have helped close the achievement gap. we're going to pass a budget this evening and this budget, believe it or not, as bad as it is, it is better than most school districts. 188 are going under as we speak and that number will grow by the end of this month. i am proud to say that in spite of how bad is, this budget will get us through some of the toughest economic crisis if not the toughest economic crisis that the state of california has ever faced for public education. we're going to make it through that. that is why this evening is important and i know that people will have opinions but we are putting additional resources in as the deputy superintendent will inform the board later on. we're putting resources for credit recovery for the things the board has pointed out to be important. we do believe and we do walk the talk. t

then we evaluate everything we do. so we have student travel tallies.go into the classrooms and ask the kids of the dow to and from school. then we have parent service that would apparent attitude towards walking and biking to school. not surprisingly, distance the child lives from school is strongly associated with how they get to and from school. the general rule of thumb is a half mile is the general buffer of how far a gigawatt to and from school. a mile is how far a kid can bike to and from school. if you live beyond that, it is hard for a child and their family to get to school. three of the top five concerns from parents were traffic- related. you can see here. safety at intersections and crossings. the amount in speed of traffic. the other two were distance and also violence and crimes. just looking in our past three years on performance measures, we looked at if we established any mode shift with children getting to and from school. overall, we did see a 3% decrease in walking, but we actually feel like that factor is beyond our control. there

we have very close relationships with sros, and we would contact them and what we know and -- let em know when we have heard of different situations that are coming out. 90% of kids have school issues, whether they need help with graves, attendance, behavior, getting back on track. some of them are failing and need assistance, and that is the ideal relationship of having it so close to us we are making a seamless transition for the services the on person needs. we have a very comprehensive data system. one of only you need data systems in san francisco, we have been tracking all young people arrested in the city since 1998. goowe started tracking school address about eight years ago, and in the tracking of those we broke it down to where kids have been a resident of school for offenses committed at school and for kids who have been arrested for those that have not happened at school, so we have a very comprehensive data base that needs a lot of work. it is slowly but surely it falling apart before our eyes, but it does do what it is supposed to do. it creates reports for us that give
