this happened yesterday afternoon on the 2200 block of west sedgely street in north philly.and 15-year-old were riding bicycles down that road when they came up behind a silver buick with four men inside. two of those men got out according to police and started shooting at the boys. police believe it may be a case of road rage but the exact motive on what transpired before this is still unclear. the 16-year-old was shot in the back and died. the 15-year-old was not injured and has been talking with investigators about what happened. matt delucia, "nbc 10 news." >> reporter: i'm katy zachry live in spring garden talking about the state budget impasse and the effect it's having on local schools which is why in a few hours district leaders from philadelphia will meet with the school reform commission and ask for approval of a $250 million loan. if approved the district would borrow that from an outside source to ensure it can operate schools through december. reporting live, katy zachry, "nbc 10 news." >>> jessica boyington here taking a look at the schuylkill expressway. right
