list -- west virginia is a beautiful place. i am a number of the fourth generation of a family run newspaper publishing company. we are headquartered here in west virginia with newspapers magazines, and 13 states. i have an appreciation for what so many of you do as leaders and ceos of your states. it was fascinating to hear the earlier session talking about delivering results because i live in a world where we have to build a culture around customer service every day. nobody has to go to a baseball game. no one has to buy a newspaper and putting the customer first is a pretty revolutionary idea for state government and i think west virginia certainly has taken that seriously. what a great message for all of us. it is an honor to be here with really smart presenters and i'm not sure exactly how you got me on the list but i sheeted. one of the things i will but to talk about is my role at the newspaper. i service chairman of the board for the pittsburgh pirates, a very important asset for our family to take care of and steward.

harming families not only in west virginia but kentucky. this would be catastrophic to american families who depend on coal to keep their energy costs low. the economy of the after latch yeah region and west virginia are threatened by these regulations because of our mountainous top oggra if i and abundance of small streams. this administrative action could mean 45% to 79% of coal reserves would no longer be usable. the damage to such a critical blow to the industry would create a ripple of hardship in our state. over 90% of the energy, i think my colleague mentioned this already, but 90% of the energy in west virginia is produced by coal power and distress in the coal energy will raise energy prices for everybody. low-income folks are going to struggle with this. 60% of west virginia state business tax revenue is derived from coal revenues. a significant decrease in these revenues would put severe financial strain on the state budget and could potentially hurt crucial services in our state like public health, state life funded health clini

more than four inches of rain fell in less than an hour in mineral wells, west virginia. flash floods started around midnight. the water was chest deep in some places. in others resident also to go to their roofs to wait for rescue. >> wow. we already saw that same sort of flooding in the shenandoah. more rain on the way. >> how much more rain, doug and what about us down here? >> we won't see anything like that in our area. the same system came through shenandoah county earlier rappahannock and culpepper all reporting flooding earlier. right now, things starting to cam a little bit as we make our way through the area. we have seen cloud cover all day. today, the high temperature, only 80 degrees well below the average, winds out of the southeast 3 miles an hour with the cloudy skies. as far as the temperatures go, look at the numbers, mid-70s, the most part, the result of the cloud cover and the showers that we have seen today. more showers down to the south for sure, but we are starting to see some, get around the metro region, this channel making its way through baltim

tornado watch here it is winchester, frederick hagerstown martinsburg, parts of jefferson county, west virginia, carroll county baltimore and all the areas to the north. right now, nothing in our immediate area. the closest storms well back to our west now coming in toward morgan county. you can see what is happening on the radar. notice where the tornado watch is well north of the area. that's where we think the best chance for severe weather will be however, with he could see some of these storms down to the south make their way across our region, too, all of the heat and humidity, it is not going to be hard for any storms that do develop to become strong. once again, yesterday we saw the flash flooding. that was the biggest threat. today, that threat still a threat but not quite as high. it is the high winds that we are going to be dealing with. yes there is a low threat of a tornado today best chance of that northern portions of maryland around the mason-dixon line. continue to track it for you throughout the afternoon. amelia segal and i are in all day. >>> with the stroke of a pen, south

new severe thunderstorm warning for morgan county in west virginia. berkeley springs and western part of frederick county in virginia north of win chester and stephen city. this is the first line i talk about. farther west the area in pink is a severe thunderstorm watch in effect. a lot of moving parts here. one thing that is done analysis tent from the maryland-pennsylvania line through the area and west across the mountains and in west virginia, flash flood watch in effect until 2:00 a.m. the ground has been so wet by so much rain in the past six weeks that it's not going to take much more than one heavy thunderstorm to cause flash flooding. this is the area of storms growing. morgan county under the gun. south/southwest to kirby. this is where the severe thunderstorm warnings are. they are moving east at 20 miles per hour. contrast that to the storms a little farther west. where they are moving like 40 miles per hour. in the meantime, we are enjoying a pleasant tuesday afternoon. with the temperatures mid-to-upper 80's and sunshine. 88 at the reaga

why west virginia? >> we really don't know that. lot of law enforcement in areas that he didn't seem to have any roots or any connection. so he was a bit nomadic at times. he's been off the grid for several months or a year and we're still investigating trying to figure out where he was heading, where he was coming from, and of course, he had the list of women with their ages and phone number. we've been checking the well-being of most of those women and it seems they're all okay. >> what about the devices in the car, the cuffs, the other parts of this kill kit found inside? have you had a chance to analyze them to see if there's any dna or any traces of any other possible victims there? >> they're at our lab right now. we've swabbed them. they're at the lab being tested. he carried a large container of bleach with him and i'm concerned about that as far as any evidence being destroyed or damaged, but we're doing everything we can to test these items. we've also been in touch with the fbi and working with them. so just trying to sor
