believes it is a terrible precedent if you allow yourself to be influenced like that, because the whole city is full of commercial properties owned by the catholic church and other properties. this is a slippery slope to allow them to say you are discriminating against it. and the other thing is, who is really behind this? is it really the methodist church? i did not think so with my various contacts in the methodist church. i believe we have a real possibility for resolution. their name has to be on the suit for sure, because the developer does not have standing. they may have felt they had to do this under contract. it is my belief a contractor cannot say they will do it under law that does not apply. their interest is a non-profit housing. what do people really need? they wanted to sell for non- profit development. originally they did not find a buyer. it has been an unhappy experience, and they have made a policy that they are doing elsewhere that they will not engage in this kind of transaction elsewhere. right now they are still in a contract, may be that they need to get out of. pleas

we also represent the whole city. any district supervisor that focuses on the district without addressing the citywide issues is not doing his or her job. every day, i make sure i am working on the major citywide issues and the district issues. i try to be disciplined about that. >> how will you approach the tough choices? >> i think we have to start by looking at the most critical city services that we cannot do without. what are the ones that if they deteriorated, we will pay the price on? public safety falls into that category as a basic critical service. transportation, making sure we have the functional muni is critical. core public health services like dealing with mental on this on our streets -- with mental illness on our streets. if we do not provide services, we will pay the price. it works out from there in terms of budget priorities. >> with your plans on dealing with homelessness? >> it is homelessness in general and behavior on the streets. we need to make sure people have access to services. i was a sup

then the entire city, given the supply of createive talent, the whole city could be a revolving work . that would be wonderful. that is what black rock city is. why not transpose that to san francisco? i think the city is now looking at doing art paths for that purpose. it would not be hard, given the abundance of -- after so many years in the desert, there is a huge backlog of brilliant art. magnificent piece is done by armies of artists working together. so that is an obvious things that could be instituted. i also pulled him that we did not have any trash cans in our city. we did not really continue that dialogue. so, at the highest level, our fiscal 1213 budget is for the whole city $7 billion, of which $3.5 billion is in the general fund. the number of employees in the city is willing to 26,878. we came to agreement with our labor unions and from the general pattern in the first year, the furlough day that had previously been agreed to expired. that was worth about 4.62% of wage. that did contribute significantly to our costs going up. this side is showing you buy service area how we are proposing to spend the city's money this year. you can see a significant amount in public transportation and commerce. public health, 19%. in fiscal 14, the budget grows slightly from the proposed budget to 7.5 $5 billion, with a general fund up to -- up to $3.6 billion. we offer a couple of other hundred positions growing into 50,000. in the second year, the general pattern was 1.75% increase. reflecting changes in the employee participation only health care. that would increase annual access to 3% in the second year. this slide shows you, again, what is happening by service area in the proposed budget. not sig

have to do is install pedestrian great strelights because even though it's a huge expense to the whole city, we're talking about one area. it is not necessarily the biggest expense in the world and i'm wondering if that's on the checklist for planning when you are evaluating these things? >>here are two scales. you have a comprehensive streetscape plan that would include all of the elements of the street and we would be consciously looking at the reet lighting and working with our partner agencies on that. e adopted language into the plan that would require credit -- greater velopmt to submit streetscape plans which previously they were not required to do it. we would look at what are the appropriate streetscape elements they have to provide additional materials or lighting. we wl start looking at those with a greater consistency than we have. we aren't looking for the ad hoc, having patchwork along the block. we want consistenstreetscape along the area. >> some of the major projects we have approved for treasure slaission bay, somof these new neighborhoods,re they all pedestrian great ligh
