let's talk about the report that was released from the independent review panel looking at the william torbit it found the officers involved in the shooting, including three other officers including two of which were supervisors, they did not cooperate in this investigation, and your office chose not to prosecute. why is that? >> keep in mind, it is important for the viewers to understand that everyone has to stay in their lane, so to speak, when it comes to these types of cases. our obligation to the public, our role, is to investigate whether any criminal violations occurred. we spent hours and hours investigating the case. it was our conclusion that the officers acted in reasonable fear for their own lives and the safety oost people in the parking lot in firing the shots that tragically struck and killed officer torbitt. so from that regard we felt strongly there was no criminal violation. the independent commission is a wholly different operation. their task is much different, which is to see if the officers acted appropriately. >> witness timation has long been a big problem in baltimore
