>> ellison barber, woodstock, georgia, thank you for starting us off. to our conversation we welcome back the president of the american federation of teachers labor union randy winegarden. let's begin at a counter intuitive spot. where can schools open in your view based on what you've seen? where should they re-open? who has done it right according to what you've picked up on your radar? >> we represent, brian, about 3,500 places in american. that encompasses about 40 different states. it's really wonderful to be with you today, by the way. the places in the south and southwest have been real danger zones. you know, we've seen that in terms of the surge, but also they are some of the first to re-open. a lot of them re-opened in august instead of september. the places in the northeast where i would say that ned lamont, phil murphy and andrew cuomo have really tackled the curve and tried to stop the virus, those are places that on a threshold matter, things could re-open. then you have to do all the steps to make sure that there's testing and tracing and

school officials say woodstock high school students will now shift to online learning for the rest of after 14 people tested positive for covid-19. 15 other students are still waiting for their test results. and close to 300 people, students and staff, are now in quarantine. that is all just from this high school. countywide, the school district has now reported at least 78 confirmed cases of covid-19 among staff and students since august 3rd. at 21 different public schools. at least 1,358 students and staff are now quarantined in the cherokee county school district. we spoke to one high school student who found out just a couple of days ago that one of his classmates in his study hall tested positive for covid-19. he says he was told he did not need to quarantine because he wasn't considered close contact. face masks are encouraged in this school district but they are not mandatory. they are not required. that student we spoke to said only about half of the students in his study hall were wearing face masks. he says there's not a whole lot of social distancing, and right now, based o

nbc's ellison barber is live in woodstock, georgia, which shut down on wednesday. ellison, what's going on there? >> reporter: hey, andrea, so there have actually been two high schools here who have been forced to suspend in-person learning. schools went back on august 3. yesterday was the last day of in-person instruction at least for now here at woodstock high school. they say they're going to be moving students to online learning likely until the end of the month. why are they doing this? we can look at the numbers here together. woodstock high school, their administrators say they have 14 confirmed cases of covid-19. tests for another 15 students are still pending. and close to 300 people, students and staff, are now in quarantine. but if those 15 other students test positive, administrators have said that the numbers here will rise. all of that, again, just for this one high school. this is not an issue at just one or two schools in cherokee county. the cherokee county school district has actually reported 78 confirmed cases of covid-19 at 21 different schools

joining me, her daughter is a student at woodstock high school. is one of the students under quarantine. kaylee, thank you for joining me this morning. i know you had some initial concerns sending kylie back to school. you were a little worried but you made the decision to send her, anyway. when you got that call that she may have been exposed, what were your initial thoughts? >> it was terrifying. it was my worst fears had come true. it was, you know, immediately just millions of thoughts running through my head of who do i call, who has she been in contact with, especially since they told me her last date of exposure was august 6 and i received the phone call august 11, which was six days after that date. >> so it was six days after they believe your daughter may have had contact with, six days after that person was taken out of school. you felt contact tracing sort of fell short in your eyes. why? >> yes, once i got the phone call, i contacted my daughter and she pointed out a couple of flaws and she has stated that the girl sitting behind her
