nbc 10's jesse gary is live on the scene at 52nd street and wyalusing avenues.ews have made some progress? >> great progress. they're trying to turn off the last of the valves to shut off the flow of water completely. as you pan to the right, you can see down 52nd street you can walk down the street a bit further than you could maybe 20 minutes ago. the water has definitely started to recede. you can see how much progress they made. let's look at the flooding action from earlier this morning. the water department says the 36-inch transmission main ruptured around 4:30 this morning. this main was installed in 1885 cast iron. they don't know why it broke but it did. that sent this wall of water running down 52nd street almost like a river in the middle of the road. it submerged several cars. we talked to one of the owners of the cars. she said she came up from georgia just for the weekend to see one of her relatives graduate from lincoln high school. she just by happenstance parked where she did. that left her car under water. >> my mom woke me up at 5:00 and said

for three hours water gush from the ground, causing a small river to sort of gather here, near wyalusing at fifth second street. and, i spoke to residents who live as far away as 52nd and market and they tell me they had low water pressure. i spoke with the residents who heard a burst of the water main earlier this morning. he felt the ground rumble. i spoke to one of the rest are dents here who said her car was fully submerged and totaled and she had come here from georgia to come see her sister graduate from lincoln high school. as it stands right now many of the residents are lingering here, trying to figure out what the next step are. i understand from water department officials that claims adjusters will be coming here, and helping and damaged cars, and now water officials tell us that had there is a 3-foot main and it is pretty dangerous as we hear from the fire captain. we spoke with reporters earlier today. >> especially waters like these you certainly have to be careful right now, we have it under control for the most part, but earlier today from earlier reports it was coming ou

jesse gary is live at the scene on 52nd between westminster and wyalusing avenues. there's some new problems cropping up out there. tell us about it. >> reporter: that problem sits on top of a pgw gas line which is in the street under the street and that car, which is kind of with the back end in the air, that car is leaning on it. they want to get that car off the gas line as soon as possible to check and see if the gas line has been affected by a water main break earlier this morning. looking at our video from 4:30 this morning. that's when the first call came in of a 36 inch cast iron water main that ruptured. upwards of 12.5 million gallons of water was lost. it created flooding conditions washed over cars washed into basements, flooding basements. some residents told me it was ankle deep at some point in their basement. 14 people were being cared for initially. but i learned that the red cross shelter over at west philly high has been crossed. so the red cross is apparently no longer taking care those folks. we heard that mayor nutter will come out to the scene
