senator wyden? senator wyden: thank you, leader. the leader has said it very well and what i want to do is just amplify on a couple of points. the first is, the republicans in congress have been talking about right at the heart of their tax reform efforts is to make the tax system simpler. i can tell you as i look again at what is on offer, this approach on retirement would be a full employment program for record keepers. in effect, you'd have one set of rules pretax, $2, -- $2,400. another set of rules post-tax. you might have employees setting up both types of accounts. employers are going to have a challenge trying to get the word out about both of these approaches so we'll start with that. as the leader has touched on, we have just been slack jawed at the idea that they just cannot keep their hands off your 401k. what we have seen is early on they said, well, we're looking at some of these ideas. then the president reeled it back in and then mr. brady put it back on the table once more. so you take these things on top of the fac

wyden: mr. president. the presiding officer: the senator from oregon. mr. wyden: thank you, mr. president. mr. president and colleagues, later this morning, the senate will be voting on amendments that i am going to be offering to strike what's known as reconciliation instructions from the budget proposal. and the reason i will be focused this morning on that is that it is absolutely key that we pass this amendment in order to get bipartisan tax reform. the fact is reconciliation is an on ramp to the most partisan process around in the history of successful tax reform is working in a bipartisan way. that's, for example, what the late president reagan worked to do in 1986 with a whole host of democrats, and they came up with a lot of very important, bold, progressive ideas. they chose, mr. president, to actually treat income from a wage the same way as you would treat income from investments. so to send in one fell swoop a message that working class people would get a fair shake, that the tax law wasn't about the 1%. back then, it was about working class people, middle class driv

next one is wyden number 10. mr.wide n: thank you. -- mr. wyden: thank you. the budget has a repeal or he re-place affordable care act and this amendment would strike that reserve fund. and the american people have seen this bad movie before. and they don't like it. and yet it keeps coming back this is the latest effort to take away affordable health care from the american people. i see my colleague here, senator graham who i like very much, he was a co-sponsor of my bipartisan health reform bill. look at what happened at the last hearing. senator cassidy came in, not senator graham, but senator cassidy said we're going to protect people with pre-existing conditions. all the experts said, no, you're not. those costs for those people are going to go up. senator cassidy said, no, they're going to get help. i said let's turn to the cancer society. these are the people with the facts. they looked right at senator cassidy and said no, senator, you're not protecting people with pre-existing conditions. so it seems to me that we ought to be saying no to slashing med

the wyden-coats plan would have tripled it. the big six framework that he criticized doubles the standard deduction, making it so that a married couple who earn $24,000 or less would be essentially in a sear tax bracket. so my question is what has changed? other than the political party of the president in office? these changes to our tax code used to be noncontroversial, certainly not partisan, so the big six plan isn't just similar to the wyden one, though. it also shares key features with the so-called simpson-bowles plan from 2010 that not long ago was embraced by a member of democrats, including the current minority whip., the senator from indiana. here's a comparison of the -- of the so-called big six framework and the simpson-bowles plan. as you can see, there is a lot of similarities here. seven brackets collapsed into three, eliminating the alternative minimum tax, eliminating a number of itemized deductions or so-called base broadenners. iten ranses the child tax credit, and it lowers the corporate rate. these proposa

senator wyden: 15 people on the committee and everybody is on the program with respect to that. the question is what happens particularly as global communications have changed when law-abiding americans are swept up in searches? and i'm troubled by the answer you gave my colleagues, senator feinstein and senator collins on this point. and i'm not going to go into it in further but you went into the former c.i.a. director, the government ought to have a warrant to search for americans' communications in 702 collections. we will delate it more. but i find it troubling that you are disagreement in what i heard senator feinstein and senator collins say and the former c.i.a. director and i want you to know that. but i want to talk about what we talked about in the office and we could call it the bridge-guy issue and this is presented by director ray and he gave an example of somebody taking pictures of a bridge at night. the government ought to be able to go directly to reading the content of this american's communications based on what somebody thinks could be suspicious behavior. n

senator hatch and senator wyden have introduced a bipartisan bill to extend chip for five years. in 2015, the last time we renewed this program, it passed the senate with 92 votes. 92 of 100 votes. we should demonstrate that same bipartisan spirit again that children in america are counting on. we must act before it's too late or states like mine may be forced to make difficult choices about insurance coverage for some of our more vulnerable constituents. chip is one part of our health care system that is working. we should be doing everything in our power to protect it. so let's come together and pass this long-term reauthorization of chip. now, chip is not the only area where we should be able to come together on health care. the american people want us to work together on bipartisan fixes to the affordable care act. as i said the day it passed, it was a beginning and not and he. any major piece of legislation like that needs improvemented and changes. so let's work together on the bipartisan bills and ideas that have been put forward. just like my friend, senator mccain, said,

wyden: mr. president, some of our republican colleagues said in the last couple of days that the budget debate is all about getting to tax reform. the fact is this is the fast lane for a partisan process for dealing with taxes. when it comes to the republican plan, you get a lot of rhetoric, a lot of happy talk. you hear that it's the biggest tax cut ever. you hear it's about the middle class. this morning the president tweeted the democrats will only are vote for tax increases, but that rhetoric is just out of touch with reality. for example, our 2015 bill, which i was the lead democratic sponsor, cut taxes $650 billion, and it went to the heart of the needs of young people in this country with the american opportunity tax credit, the earned income tax credit, but it also helped farmers, farmers who were concerned about expensing, the research and development credit for our innovators. that's the kind of approach that we ought to take that's bipartisan, that helps people in this country, everyb

the wyden-coats bill calls for an 11% reduction in the corporate rate, bringing that rate down to -- from 35 to 24. the big six framework aims for a 20% of the highest corporate tax rate. yet, according to the ranking member of the senate finance committee, the corporate rate reducks in the big six framework is, quote, a massive corporate tax cut that overwhelmingly benefits shareholders, end of quote. now, the last time i checked, the distribution of the benefit from a corporate rate reduction is the same no matter what party or what president proposed it, and this chart shows that similarity between democrat -- bipartisan plans and the big six framework. i don't think that the senate finance committee ranking member proposed a 24% corporate rate when that wyden-coats pran was -- plan was developed because he wanted to provide a massive benefit to shareholders that he now talks about. i also know for certain that isn't why the big six framework aims for 20%. the truth is there has been a really big, growing bipartisan consensus that our corporate tax rate is out of step with other m
