president yee: yes. commissioner: there were the course requirements for high schools, and i think it was very sobering, the data that the district presented about how many students are not to graduate because of the requirements, so this i think is, we, as a board, passed in a graduation requirement. there was discussion about the need and how that would help with credit recovery, and have this could be put towards meeting the requirement. also, we heard about this summer school program, which the city is offering, and also, the district is also offering many summer school options. so we are working with the city. the city is also going to find some of our summer schools, said that is good news. they also have a very robust summer program for a lot of others. and both of these items were continued. president yee: anybody else want to add anything? the report from the budget and business services committee, may 2, and reporting is commissioner mendoza. commissioner mendoza: so we had a very quick meeting

president yee: ok. i want to say that the most important job for this body, the board of education is to agree to hire the most person -- the person we want to. that is the most important decision we can make. i was so happy to come up with a conclusion that for the last several years, ever since superintendent garcia has come into the district, we have been real focused on what we wanted to do about helping our school districts, closing that achievement gap, to get us there. at the same time, we know there is a lot of work to do. we did not want somebody coming in that did not understand what we were doing. we did not want someone to come in and try to take us down another path. we would have wasted another year, and the kids could not afford this. we could not do that to them. within our school district, we have found a superintendent to continue what we have been working on for the last years. it is a tough decision, a tough discussion. we've debated, very intentional. we wanted the best for our stud

president yee: no. >> ok. you have two resolutions that have to do with the extended school year, for summer school, professional development, for the teachers, and i just wanted to remind you that there is no agreement between the union and the district to open up this work period. you have an adopted work calendar that has already been adopted by the union and the district, and you do not have these days listed in there, and we do not have an agreement. in the past, there was a least an oral agreement to go forward with this. there is no such thing now. the second item i wanted to call attention to is the item that has to do with the least of the richmond district neighborhood center, and formally it was known as the lucinda weeks site. it is composed of three small home like structures that have been augmented with all kinds of interesting areas between. it has been run by the richmond district near berlin's center for the past 32 years or so and is a tremendous benefit to the community. it is one of those

>> thank you very much president yee. talking about the needs for education and sustaining the budget just-in-time to look at this agenda and spot a couple of things of concern. one is page 79. we still have a 210 teachers laid off. this is not expanding money for recruitment, selection, training and ongoing support of teachers who are self identified as the most promising future leaders. these are the teach for america contrary -- cadre. you have 24 people who are going to receive some kind of support that is not at all explains. i do not know if they are each getting two thousand dollars or what they are getting. with people being laid off, if you aren't bringing in on credentialed people and you are paying to do that syria there are a couple of questions you need to ask. how many total teach for america teachers do you have in this district? how much are you paying for them? of those, how many of them have gotten clear credentials and have stayed here? what is the nature of the support your offering? is it pay? how is

president yee: pastor charles smith. >> mr. president, mr. superintending, my name is sophie stockholm and i appreciate being able to talk tonight about substitute teachers. i have spent nine years in public schools with teachers -- in the past 12 months, at least keep it below -- two substitute teachers took a child away to safety. this incident was reported. my child was denied five full days of education because no substitute came to school that day. in the past few months, twice a substitute supported -- reported for work three hours late. there was no substitute available to take my oldest son's class after the parent was hospitalized. yet my oldest son who did not speak one word of english -- he only spoke chinese to their amusement and entertainment. yet we parents except to the decision of school enrollment and class assignment. all of the children are unable to give us a teacher for the day, denying us the right to check if they should take care of our children. as a parent, i am not even asking for quality but i expect legal babysit
