: supervisor yee? >> supervisor yee: thank you, president breed. prop n was passed by the voters on the november 2016 election. and passing, so this particular ordinance was passed out of the rules committee with a positive recommendation. thank you, my colleagues on that committee. and then prop-n. just so we remember what this is about. prop-n allows non citizens to register to vote in school board elections. the law expands voting civil rights for working parents whose children are enrolled in the san francisco unified school district schools and have parents have a voice and influence regarding their children's education. to provide context non-citizen parents make up about a third of the district community whose children are enrolled. however given the current political climate, the need for immigrants to know their rights, as well as their risks is paramount to protect and make sure families can stay together, have stability and not live in fear. but given the strong desire from community members

supervisor yee? >> supervisor yee: this is another one i'm having a lot of difficulties in making a decision here. ms. gilman -- thank you to the public for coming out to support her. i certainly think highly of her as a person and certainly i think she would make a good commissioner on any commission in san francisco. so the issues i'm having is not with the nominee here in regards to her qualifications. i've been in rules committee, this is probably my fourth year being on the rules committee. and i'm pretty consistent about when there is an issue, seems this is a political move and people, when there's an incumbent that wants to continue her role in -- and get reappointed and there's other people that want to take their places, i pretty much side with the person that is incumbent showing they have been in the role. i wouldn't want to block her progress to the full board if that's the wish of the other members of the committee. >> supervisor safai: okay. so, is that a motion then to send it out wit

supervisor yee? >> supervisor yee: mr. adachi, i guess the only question i really have, i mean, i'm very supportive of this concept. thank you, president breed. for bringing this to us. once we pass this, what's the mechanism for us to communicate this to the public and to the people that need to know this? >> well, the only fines and fees that are affected are ones where we have jurisdiction over. and so, any of the fines and fees either collected by the court or state mandated fees will still be collected. however, about half the fees including probation costs will no longer be collected and once the court, sorry, once the board passes the ordinance and it's signed by the mayor and becomes law, we will notify the court, make sure that the ordinance is enforced. my understanding is that the courts are already aware of this effort. we have already talked to them about it and i'll make sure my deputies are aware, so our clients and the private bar will ensure that the will of the board and the mayor and the city are carried

supervisor yee. >> supervisor yee: thank you, madame clerk. just add to this issue of straws, i was in the middle of the ocean basically in galapagos and there is not that many people living there. i went to one of those isolated islands where nobody lived. and it was so disheartening when i went to the beach and looked and there was like a layer of plastic, just all around the island. that was probably came from the mainland. so, yes, let's do something about that, thank you supervisor tang. colleagues, change the subject here, food security task force was established in 2005 by the board and tasked with the responsibility of creating a city-wide plan for addressing food security. that task force was sunset this june 30 and the task force will cease to exist in july of 2018 unless the board extends the task force by ordinance. so i will be requesting the president to waive the 30-day hold so the task force can continue their work uninterrupted. this ordinance will extend the sunset date to 2021 and increases the number of task force members.
