but did we ever as a body weigh in on the overall treasure island-yerba buena project? >> supervisor kim: the housing or the marina? >> supervisor tang: all of it. did it include the marina as well? >> supervisor kim: no. in 2011, we certified the e.i.r., which studied the housing plan plus the marina. and then we passed and approved the development and disposition agreement with the project sponsor that covered specifically what we were building on the island itself, which is treasure island and yerba buena. so this is the approval of the plan that approved the land and the office and the -- by the way, we spent a lot of time studying this issue. i don't want to go back on my word or the board of supervisor before my time. part of the reason why this has taken so long to weave its way through -- i want to make sure that this is something that even within our discretion to put forward. it's one thing for the members of the public to advocate or for me to say, this is a better plan. now we do have an opportunity to weigh in in terms of what we think is the best proposal

anticipate completing before the end of the fiscal year, and that is the much awaiting transfer of yerba buena gardens. in affordable housing, we completed a detailed survey of certificate of preference holders. we increased the outreach and marketing preference to c.o.p. holders, increasing c.o.p. housing by 41%. and most excitingly we moved 1,769 units forward in the housing pipeline. and what that looks like is 720 units entered the predevelopment phase, 596 units came under construction, 213 units entered the marketing and for sale phase, and we completed 240 units for a grand total of 1,769 units, which we estimate will estimate approximately 4,000 people. so now to talk about what we plan to do next year, our proposed fiscal 18-19 budget 479.9 million. prior authority is authority approved in a prior year, and those are generally financed by bond pros, which we then have to payback over a number of years using property tax. ( james ) (ááá2 shotááá) our top story this morning ...e to a story we have been following since the attack happened last month. kron 4's will tran is live in palo alto with the latest. on the peninsula. police have arrested eduardo antonio chavarria-diaz in connection with the sexual assault of a high school-aged jogger. this is an update to a story we first brought you last month. the incident happened on march 28th... near the intersection of arastradero and deer creek roads. police say the suspect pulled the victim off the path, put a gun to her head and sexually assaulted her. after investigating, officers found chavarria-diaz was involved in a similar situation that occurred in oakland last month. police obtained a search warrant and made the arrest yesterday morning in richmond. < sketches are one of those difficult things that your not always certain if victims are going to be able to complete the sketch or work woth a sketch artist and in this particular case the young lady was not able to do that and that is not unusual at all an
