what was happening in puerto rico? >> puerto rico along with cuba, they were the last remaining colonies of spain in the caribbean and the americas. in both of them, 1868 was a turning point. both of them launch their anticolonial struggles in 1868 and there was a botched revolution. there is it a movement to establish autonomy of the island and that means self- government. puerto ricans organize within the island to remain -- they were having autonomy over local affairs. through many years of struggles , where there is lots of repression initially, lots of violence against the advocates of that cause, there is finally, in november 1897, spain grants autonomy to puerto rico and says it will establish an autonomic charter with puerto rico having its own local government. that process starts and here we have luis herrera who was an advocate of that autonomous cause and will become elected the leader of that autonomic cabinet. eight days before the u.s. invasion of puerto rico. that leads the autonomic charter moot. so it
