these 3 organizations are part of our response network. we have the senior care organization such as self help for the elderly. senior health. the housing service like china town community development center that manage maevent sro buildings. we have various other associate service organizations that provide associate human services that will come in handy in the aftermath of a disaster. all the organizations come together we meet once a month. some of the things we have been working on. we have been doing this after the 89 earthquake. we were doing it you know funded current we have funding from the department of emergency management to sustain our efforts. some of the things and actually pg and e was an original founder that got us started on our efforts. and of the things we work on one is to maintain and to continue to update our neighborhood disaster response plan. we have been developing a plan and our updating it and continuing to revise it. the plan basically out lines how the various organizations within our network will work toge

ah, it's organized. so i would say yes, that organized crime is a significant threat to us. particularly it's connection to the drug trade and the potential that any weapon of mass destruction falling into the hands of, ah, a terrorist which might be facilitated by a criminal, it would be the most significant threat of them all. >> one area where we do a lot of work is, ah, drug prevention and of all the treatment of drug addicts, but also fighting those, ah, the crime and distribution and profiteering, also drug trafficking. >> it probably means that you have these local, national efforts, ah, trying to control what are international global networks. and their symmetry, it always plays against the governments. governments are forced to work inside borders, whereas these traffickers thrive by moving across borders. they are transnational, stateless, agile and, and wealthy. very often they are, they have more resources, better weapons then the law enforcement departments that chase after them. so you have this asymmetry of these very quick, agile, wealthy, powerful, ruthless

connecting the dots between the community based organizations that are running the programs that are for the youth, for the adults and taking a look at the goal and the vision of what the neighborhood wants to creates. so instead of being reactive, how do we build what we want to create together and using the tools of connecting the piece. the lower haight and hayes valley and the western addition and the north the panhandle neighborhood, people are working together to do events. working with the cbo. volunteer i volunteering their time in activities that are not just in their block. or just within you know perhaps within their sort of immediate structure. the vision is also that all the kid are our kids. and so whether they are the good kids the trouble makers what have you we are all responsible for their health and well being. the other element that the supervisor's office does and what supervisor mirkarimi does is he chairs the public safety committee. much of what is agendaized or what he focuses are things that have germ natd and ideas that have come up as a need from the commu

through the neighborhood association, through community based organization and through faith based organizations we talked to people. found their interests. found how they were chartd and what kind of information they needed to go ahead and start getting their memberships prepared. and the first thing we did because we are nert is encourage the nert training. the nert training works because it trains you to take care of yourself and can your family and be engaged with a wider neighborhood response to a disaster that happens in the city. and second of all, we encourage people to prepare a disaster kit. i'm sure you heard a lot but the buzz word is mitigation. there is a good reason because it's totally true. every person who has a kit for themselves and family mitigates the impact on themselves and their family and the resources in the neighborhood and the city and subsequent to a disaster it mitigates the impact on the city and how well we recover. it's an important thing that even if you can't get trained with the red cross or nert or other resource make sure you have a kit for yourself and fam

are non-government organizations the best answer to that? ambassador? >> well, i think it, it's a little bit of everything. you're right. afghanistan is a very poor country. usually in these civil war situations, they start with a poor country and destroy what they have and, and so they dig themselves economically an even deeper hole to climb out of. certainly, there's a role for government in providing development assistance, humanitarian assistance, which is essential to make sure that the population has enough to eat, has medical care and the basic necessities. and then you worry about the other kinds of things, the more complicated economic development issues like infrastructure and utilities and that sort of thing. and there's a role obviously there for ngo's. >> paul? >> two points. the first one is that based on experience that i've seen in iraq and other conflicted zones, you're not going to get economic development started, especially with foreign investment if the foreign investors do not feel comfortable that their investment will be protecte

so, begin to organize today. this is just an example of a meeting flyer that we had in broadmoore post katrina, galvanizing our residents having festivals to get our people engaged and involved. some of the other things that you can do today is start developing repopulation strategies. in a disaster how will you find your people and determine what their needs and bear yers are? these are things you can have in place right now. but for broadmoore we had to do this in the aftermath. i can't stress to you enough to make sure that you incorporate your vision and your strategies. block captains aided us in our recovery. block captains are people living on blocks who stepped up to say, i will be the eyes and ears of my area. i will walk and see who's back and who's not and their intensions. our block captain program is still alive now. we restructured it we are moving from who's back and who's not to dealing with the quality of life issues that arrive on a daily basis. whether it's you know crime, whether it's blight,

the organizers say they're discontinuing the event. however, the issue of crowd control is not a new one. it is something that plays a key part in major events around the world. the love parade is not the only large event organized here in germany. officials have a great experience in crowd control here. there is the munich octoberfest or sports tournament, like the 2006 world cup which was hosted by germany. >> 2006, the soccer world cup in germany -- fans across the country turned up in the thousands to watch the game in public viewing areas. in berlin alone, millions watched germany against in the tournament. the events passed without incident. the location was key, surrounded by the park. there was a safety buffer all around it. people could easily escape and emergency services had easy access. safety precautions were missing at the love parade. panic has been avoided at many other mass gatherings. in 2005, 1 million people took part in world youth day, a catholic festival held that year. lessons from panic research work followed i

as a health maintenance organization -- california is the only state that has an organization such as the department of managed health care. it reviews every health plan, their respective of whether it is state dollars, local dollars, or private funding. that is its responsibility. in terms of the oversight of the san francisco community health authority, it is a 19 member board. 14 of its members are appointed by the board of supervisors. it goes through that process on an annual basis. the additional five members of the board are designated positions. there is someone from the health commission, the department of public health, ucss, the department of mental health, and the board of supervisors. so there is significant oversight in terms of the actual appointment of the governing body of the san francisco health plan, which is responsible for ensuring the financial stability, fiduciary role, oversight of the organization to insure it not only meets its financial obligations but it's a service obligations. chairperson avalos: may be a question to the controller's office about the rec

it's a strong organization. but i want to tell you a little bit more. she is a sister of mercy who believes in leadership, organizational growth and community development. she has been involved in the organization over the past three decades all of which are meeting the basic needs of low-income people, creating opportunities for the emergence of new leaders and mentors. supervisor david campos is going to give the award. and i would go on and on. i want to give a couple of more highlights. in 1999, the organization that was founded in 1980, she really worked very hard to provide a sanctuary city for immigrants that left their countries in central america to be in san francisco in a place that will welcome them and support them. after doing the work of creating organization and helping others, they decided i have to do more pathways and open pathways and she crated a company which in english means pathways. it still helps immigrants in many, many ways empowering them, teaching them english, helping them integrate into this community. it is an honor that

that organization is a membership organization that's young but is trying to put a face and voice on recovery. and the organization's. one of the main organizing themes is diversity that all paths to recovery are welcomed and respected, and that we don't know what's going to work from one person to the next. so it's incumbent upon us to find out as much information as we can about ourselves, our own diseases and what options are available to us and to help each other through the process. more information can be learned about the different treatment modalities that are available, and recovery support services in particular. and i would urge everyone to get involved, even if from a family perspective or if you know somebody who's in addiction, who's having an active addiction treatment prevention or recovery at any of the stages. we definitely need help in perpetuating positive attitudes and proper information about this disease. i think it's also to break through a wall of secret-keeping. many times as people are going through various cycles of addiction, before they get into treatmen

as well as 5 other partner organizations in san francisco. we meet regularly and we have been meeting for the past 10 years. i have been with animal care control for 15. what we talk about in a larger scale is what happens to our pets in san francisco when there is a disaster. in a smaller scale the agency our department responds to disasters. animal related emergencies. so if your apartment building has a fire and you happen to have pets on the property animal care control will respond and we will house your animal for a holding period. so that you can get yourself situated and find a permanent home situation for your pet. at least that-s you out in the short run. so when we look at the whole picture of when there is a disaster in san francisco, how are we going to have the amount of pets we have in the city? if we think that there are at least 2 pets in every household, where are all the animals going to go? the first thing we want to tell you is as you are preparing yourself for your disaster kit you need to prepare a disaster kit for your

river valley behavioral health organized a stand for recovery. citizens of owensboro, kentucky, gathered publicly on the lawn of owensboro courthouse to stand and show their support for the recovery movement. rhode islanders celebrated recovery month by attending a recovery day event in their state capital of providence. the event featured food, face painting, guest speakers, and live music, as well as prevention activities, displays of the recovery quilt, and a vigil for the remembrance of loved ones who were lost to the disease of addiction. faces and voices of recovery greenville put together a rally for recovery concert. admission to the event was free and tables were set up to allow patrons to register to vote. the saint marks inspirational choir kicked off the music festivities and the evening concluded with a performance by national touring singer/songwriter livingston taylor. portland's overdose prevention project again hosted its annual recovery & wellness resource fair. the event served as a way to inform and educate participants, as we
