karl, next topic. republicans in the senate are delaying the ratification of a new nuclear arms treaty with russia in the move the white house calls a new low. is it all politics? >> well, what happened was a threat from republicans to require the senate clerks to read the actual treaty. this is advanced by south carolina republican jim demint. essentially 300 pages of treaty but there is also lots of appendices some written in russian. it could have taken 10 to 12 hours to read it demint's threat specifically designed to slow things down and make it difficult to pass the treaty. well, the senate democratic majority leader harry reid figured that out and volunteered essentially to postpone things for tomorrow. demint got his delay. the clock continues to tick. they will take it up again tomorrow. democrats are determined to get this treaty. but just as in the house they don't really know if they have got the votes to pass a change in the tax cut. they aren't entirely sure they have the votes to pass th
