coast guard officials know of 178 vessels that have sunk but 11 could be at the bottom of the harbor up to 100 have been damaged. we toured the docks with an assemblyman. >> reporter: the santa cruz harbor was calm and all of a sudden water started rushing in. you could hear how powerful the surge was. the water and the current knocked many of the boats off moorings. some capsized and others became floating debris. some boat owners watched helpless i will as the rushing water tossed their boats against other boats and rocks. there was not a lot they could do. one man used a pole to push his boat away from the rocks, but no success. and then there was this boat that broke loose from its mooring and was about to collide with another larger boat. people on the large yacht used poles to push it away to minimize the impact. by late friday afternoon boat after boat floated out of the santa cruz harbor. one belonged to this woman. >> the boat was not there. it was just gone. and i just stood there. the whole dock was gone. everything on that whole side was gone. >> reporter: her son lived o

but once it does reopen, the coast guard is expected to escort those boat owners and a few at a time. as for the damage, the harbor master here says 17 boats sank and at least two boats are possibly lost at sea. at this point about 50 other boats suffered some degree of damage. as for the santa cruz ports, damage to the docks and structure here is estimated at $17 million. governor jerry brown declared a state of emergency here in santa cruz county and four other harbors which qualifies the harbor to receive state aid for repairs. the loss is especially devastating to those who live here at the harbor. >> it's chaotic, i just lost everything, all my boats, my jet skis, everything. so it's pretty chaotic. >> meanwhile county health officials are trying to assess the health risks in the bay. we should have an update on the total amount damage here at the santa cruz harbor. >> thanks, monte. >>> further up the coast this morning in crescent city there's growing concern for fishing crews who went to sea before that tsunami hit and who now have no home port to which they can return. fisher

a very sad day, a very scary day for everyone here in santa cruz right now as a coast guard helicopter passes right overhead. basically the situation is deteriorating here rather than getting better. within the past half hour, we have had two strongest tsunami surges come through the harbor here and whatever boats were still tied up at the point were broken free. many new breakthroughs of the boats here as this tsunami wave came through. going to give you a live look at what is going on here. the harbor is calm at the moment but we have been having surge after surge come through. there's probably, gosh, i'd have to estimate more than 100 craft have broken loose, including small kayaks all the way up to big cruisers and sailboats. you can see that there's a lot of people standing here watching, most of them boat owners basically shell shocked by what's going on. they have never seen anything like this before. people were sobbing. one said in earlier. -- here's what one of them had to say earlier. the japanese coast guard released dramatic new video of the tsunami before it hit shore. that dark shadow on the horizon is the wave. as it passes right under the bow of the coast guard, you get a sense of just how enormous it is. silent footage, but it is jaw-dropping. on land, they're still dealing with the damage wrought by that wave, mostly at fukushima daiichi power plant. the plant has already contaminated japan's food supply. spinach and milk farms, tokyo tap water and fava beans exported to taiwan. government officials are downplaying the risks saying you'd have to eat those things for a year to be exposed to radiation equivalent to a c.a.t. scan, but many are concerned anyway. the potential economic toll of this disaster seems crass in light of the human drama. these firefighters among the first responders to the reactor were asked by reporters what was the toughest part of the job? the team leader broke down. >> translator: my firefighters have very high level of motivation and they worked very hard. and they left behind families. i feel extremely sorry for the
