san jose with the latest on that. matt, good morning. >> reporter: good morning. yeah, we're talking about seven school districts four here in santa clara county, three in san mateo ty, that are going to voters directly asking them to pass these parcel tax increases to fund education. everything from avoiding teacher layoffs to keeping libraries open. they are doing this at a time when state funding is running out. a couple of interesting things about the election, it is mail only so the ballots are only going to be mail-in which saves counties money. they don't have to open polling places and it's strategically timed to happen during the school year. it's happening next may when parents are still thinking about their kids education. we talked to a political analyst about this. you can expect a lot more of these local elections as state funding dries up. >> schools are the first to grab on to this. they figured it out first. but as cities and counties learn that they are going to have to become increasingly self reliant because of reduced state funding, maybe no state funding, you are going to see more and more of these kinds of elections. >> reporter: they are du
